MoE Announces Mass Recruitment for Public University Councils; Requirements & How to Apply.
The Ministry of Education has launched a large-scale recruitment drive to address leadership disputes in public universities and colleges. The initiative aims to implement changes across these institutions, ensuring effective governance structures.
As stated in a notice published in the government bulletin MyGov, Principal Secretary for Higher Education and Research, Beatrice Inyangala, announced that the government is currently in the process of appointing chairpersons and council members for public universities and constituent colleges.
Structural Changes in University Councils
The notice detailed the government’s intention to introduce changes in universities. The country currently has 37 chartered public universities and six public university constituent colleges.
The Universities Act No. 42 of 2012 mandates that governance in these institutions is overseen by University Councils, which consist of nine members, including a chairperson appointed by the Cabinet Secretary for Education.
The Higher Education Principal Secretary serves as an ex-officio member, while five other members are appointed through an open selection process. The Vice-Chancellor of the university also sits on the Council as an ex-officio member and acts as its secretary.
This recruitment comes at a time when the University of Nairobi is experiencing leadership conflicts.
Cabinet Secretary Julius Ogamba recently dismissed Amukowa Anangwe, the Chairperson of the University of Nairobi Council, following protests from the University Academic Staff Union (UASU).
Qualifications for Council Members
The notice outlined specific requirements for the positions. Candidates for the chairperson role must hold a minimum of a PhD from a recognized university and possess a solid background in leadership and management.
Additionally, they must meet the integrity standards specified in Chapter Six of the Constitution.
For council members, the minimum qualification is a master’s degree (excluding executive master’s programs) from a recognized university, along with demonstrated experience in leadership and management.
They must also fulfill Chapter Six requirements of the Constitution. The notice emphasized that applicants cannot be public servants or actively involved in faculty positions at any public or private university.
Application Process and Requirements
Interested candidates must submit an application letter specifying the position, a curriculum vitae, and a copy of their national ID or valid passport. Applications must be received by the Ministry of Education no later than March 4.

Shortlisted candidates will need to provide several documents during the interview process, including a Curriculum Vitae, Identity Card, academic certificates, testimonials, and a CUE Recognition/Equation Certificate for foreign qualifications.
Successful candidates must also present a certificate of good conduct, EACC clearance, HELB clearance, a KRA compliance certificate, and a credit bureau clearance before assuming their roles.
