MP Didmus Barasa Proposes Amendments to TSC Act.

Kimilili MP Didmus Barasa has introduced a proposal to amend the Teachers Service Commission (TSC) Act, 2012, aiming to enhance representation and inclusivity within the commission.

In a statement on February 24, 2025, he emphasized the need for teacher representation in the TSC, similar to existing models in the Judicial Service Commission and the Parliamentary Service Commission.

The TSC consists of a chairperson responsible for leading meetings, overseeing the commission’s functions, and representing it on national education matters.

Additionally, there are eight commissioners tasked with policy development, teacher management decisions, recruitment oversight, and promotions.

The Chief Executive Officer (CEO), appointed by the commission, manages daily operations and policy implementation.

Proposal for Teacher Representation

To ensure broader stakeholder participation, Barasa proposed the inclusion of a primary school representative, allowing primary school teachers to select one of their own to join the commission.

Furthermore, he suggested secondary school teachers elect a representative to contribute to decision-making, ensuring that critical education levels have direct input.

In addition to these changes, he advocated for post-secondary institutions to nominate a representative, enabling their unique concerns and contributions to be reflected in TSC policies.

Another key aspect of the proposal is optimizing resource allocation by shifting the commission’s operational structure from a full-time to a part-time model.

Barasa highlighted that this transition would not only improve efficiency but also allow broader representation in decision-making processes.

Barasa reiterated that these amendments would enhance the commission’s effectiveness by ensuring all key education stakeholders have a voice in shaping policies.

He stressed that the objective is to create a more dynamic, representative, and responsive TSC that better serves the interests of teachers and the broader education sector.
