MP Pushes for TSC Dissolution Over Promotion Bias.
Lugari MP Nabii Nabwera has criticized the Teachers Service Commission (TSC) over its recent teacher promotions, threatening to initiate a motion in Parliament to dissolve the Commission. He raised concerns over what he described as favoritism, tribalism, and lack of regional equity in the promotion exercise.
While addressing residents in Kulumbeni village, Lugari, Kakamega County during the launch of a road rehabilitation project, Nabwera stated that the criteria used by TSC in selecting teachers for promotion were questionable.
He asserted that the Commission had discriminated against regions like Kakamega, which have higher teacher populations, by awarding an equal number of promotions across all regions, disregarding the variance in population sizes.
As a member of the parliamentary education committee, the MP said they had summoned TSC officials to appear before them to explain the process and justify their decisions. He insisted that if the Commission failed to address the matter appropriately, he would proceed to table a motion in Parliament calling for its dissolution.
Nabwera emphasized that the chairperson of TSC must take responsibility and correct the promotion process. He warned that failure to do so would result in him initiating an impeachment motion against the chairperson.
Funding Threats and Calls for Equity
In addition to calling for transparency, Nabwera announced that he would recommend the suspension of additional funding to the Commission should it fail to review and rectify the promotion exercise. He stressed that teacher promotions should be guided by equity rather than equality, noting that promotions must reflect the population size and performance of different regions.
He pointed out that many long-serving teachers, some with up to 58 or 59 years in the profession, had never received any promotions and called on fellow educators nationwide to support his stance on the issue.
The MP’s remarks followed TSC’s publication of a list of 25,252 teachers promoted to various grades. The list was uploaded to the Commission’s website on Wednesday, April 2.

According to TSC, the promotion interviews for post-primary school teachers were conducted between January 25 and February 6 this year, while those for primary school teachers took place from January 13 to January 23, 2025.
The Commission indicated that the promotions were intended to reward and recognize the hard work and dedication of selected teachers. However, the process has since drawn criticism from leaders like Nabwera, who believe it failed to ensure fairness and inclusivity across all regions.
