Ndindi Nyoro Urges Govt to Enhance NG-CDF and Allow Counties to Issue Bursaries.
Kiharu MP Ndindi Nyoro has called on the government to raise allocations to the National Government Constituencies Development Fund (NG-CDF), insisting that the upcoming national budget must focus more on education.
According to him, the fund is crucial in helping students from low-income backgrounds, and instead of questioning its relevance, more financial support should be directed toward it.
Nyoro emphasized that development should reach all corners of the country, not remain centralized in Nairobi. He stressed that equitable development requires sufficient funding through mechanisms like the NG-CDF. He pointed out that debates should now focus on increasing the fund’s resources, rather than challenging its existence.
He also urged the Ministry of Education to ensure timely and full disbursement of school capitation funds, noting that the current practice of releasing funds in phases causes schools to run into debt. According to him, the delays undermine the effectiveness of the capitation program and jeopardize education services.
At the same time, he appealed to the Controller of Budget to permit county governments to continue issuing bursaries. He warned that halting these disbursements would negatively affect families who rely on them. Nyoro remarked that every child, whether from the national or county level, deserves educational support, and urged government agencies to consider this in their financial planning.
Nyoro directly asked the Controller of Budget to allow counties to operate bursary programs, stressing that discontinuing them would harm many vulnerable households. He expressed concern that cutting off bursary access would deprive children across the country of education opportunities.

He also proposed that village elders, due to their vital role at the grassroots, should receive a monthly allowance of at least Ksh.8,000. He believes their contribution to community governance and cohesion warrants compensation from the government.
Nyoro declared that if education is to be treated as a right rather than a privilege, then both NG-CDF and county bursary programs must be strengthened. He affirmed that the burden of educational support should be shared across both levels of government. In his words, the only way to achieve equity is by decentralizing resources to where they are most needed.
