The government has implemented a means-testing instrument that classifies students into five bands, each reflecting varying degrees of financial need based on socio-economic indicators such as household income, geographic location, poverty levels, and special circumstances like disabilities.

- Band 1: Students from households earning less than Ksh5,995 per month receive 95% support—70% from scholarships and 25% through loans, with only 5% of the fees paid by the family.
- Band 5: Students from families earning over Ksh120,000 per month receive 60% of their fees covered by the government, leaving 40% for the family to pay.
This system has caused concern, particularly among those who feel their assigned band does not accurately reflect their financial needs.
On 23rd August, Education Cabinet Secretary Julius Migos Ogamba reported that 12,958 students had already applied for re-categorisation under the new model.

- Visit the HEF Website: Start by accessing the Higher Education Financing (HEF) website at www.hef.co.ke. Select “Funds Appeal” on the homepage and click “Open” on the undergraduate appeal form.
- Fill in Your Details: Enter your Kenya Certificate of Secondary Education (KCSE) Index Number, starting with the year of your examination to link the appeal to your academic records.
- Select Your Reason for Appeal: Choose the reason for your appeal, such as being raised by a single parent, the death of both parents, or finding the household contribution too high.
- Provide Supporting Documents: Attach relevant documents, like death certificates if applicable, to substantiate your appeal.
- Submit the Appeal: Once the form is complete and documents are attached, submit your appeal. The Ministry of Education has assured that all appeals will be processed within three weeks.
Deadline and Final Considerations
The government has extended the deadline for appeals to 31st December 2024, giving students additional time to gather necessary documentation. This extension acknowledges that financial situations may change and might not have been fully captured in the initial assessment.
