No Pay Rise for JSS Heads Despite Added Duties – CS Ogamba.

Education Cabinet Secretary Julius Ogamba ruled out the possibility of increasing salaries for primary school headteachers who are now overseeing junior secondary schools under the Competency-Based Curriculum (CBC). He clarified that although their responsibilities have expanded, especially with the integration of JSS into primary schools, their pay structure will remain unchanged.

Ogamba stated that the terms of service for these school heads are still governed by the 2021–2025 Collective Bargaining Agreement (CBA) signed between the Teachers Service Commission (TSC) and teachers’ unions. “The current CBA already outlines the employment terms for all teachers, including those managing junior secondary sections,” he said.

According to him, any future changes in remuneration would need to follow formal negotiations within the framework of the existing agreement. “We cannot adjust salaries arbitrarily. All reviews must adhere to the terms of the existing CBA,” Ogamba emphasized.

In response to a question on access to quality education in marginalised and underserved areas, Ogamba pointed to the government’s initiatives such as the school feeding programme, which he said would be expanded. He also highlighted the low-cost boarding school policy being implemented in arid and semi-arid regions where cultural practices and nomadic lifestyles hinder consistent school attendance.

“These are learners who, due to various circumstances, including retrogressive cultural practices like female genital mutilation, forced early marriages and nomadic lifestyles are unable to attend to classes regularly and consistently,” he said.

Addressing the Senate on Wednesday, Ogamba informed the Senate that the government is introducing clean cooking solutions in schools to promote environmentally sustainable and climate-friendly practices. This initiative is part of a broader push to enhance health and environmental standards in learning institutions.
