Oyuu Asks TSC to Prioritize Upgraded P1 Teachers in 20,000 Recruitment Drive, Highlights Ongoing CBA Negotiations.
KNUT Secretary General Collins Oyuu welcomed the recommendations of the Presidential Working Party on Education Reforms (PWPER), which reviewed several laws affecting the education sector.
Oyuu viewed this move as a clear indication that the current administration values education and educators.
Oyuu emphasized that a well-remunerated teacher is also well-motivated, noting that even after teachers are trained and equipped, fair pay remains essential.
He recalled that under the 2017-2021 Collective Bargaining Agreement (CBA), teachers received a salary adjustment that helped cushion them against inflation.
Although a cashless CBA followed for 2021-2023, it was later reviewed to address salary issues.
TSC and Teacher Employment
Oyuu further disclosed that discussions with the Teachers Service Commission (TSC) about the second phase of the CBA are ongoing.

He praised TSC for hiring 56,000 teachers, with an additional 20,000 to be employed by January next year.
He also called on TSC to prioritize the employment of upgraded P1 teachers in the upcoming recruitment phase, as they now qualify to teach grades 7, 8, and 9.
“A section of P1 teachers were caused to upgrade. We appeal to TSC to consider employing them among the 20,000 who will be hired as they now qualify to teach grades 7,8 and 9,” the official petitioned.
Education Sector’s Modernization
Oyuu stressed that Kenya’s education system should be one that nurtures learners holistically.
He called for substantial government investment in education infrastructure, including classrooms, laboratories, dormitories, libraries, and improved access to electricity and internet connectivity.

Such investments, he said, are essential for producing professionals who can compete globally. He also advocated for a continuous review of education policies that negatively impact the sector.
Policies related to teacher deployment and administrative roles, such as delocalization, were implemented hastily, he noted, often to the detriment of teachers and their families, rather than improving productivity.
