P1 to JSS Deployment: TSC to Begin Verification and Posting Process.

The Teachers Service Commission (TSC) is set to begin verifying documents and posting primary school teachers to Junior Secondary Schools (JSS) following the closure of its online application portal this week.

The deployment process aims to address the acute teacher shortage in JSS and ensure the effective rollout of the Competency-Based Curriculum (CBC).

The verification of documents will be conducted by TSC Sub-County Directors. They will issue deployment letters to successful candidates, with one copy given to the teacher and another submitted to the headquarters for official filing.

The deployment process will prioritize teachers’ current stations or nearby locations to minimize disruption.

Key considerations for deployment include:

  • Subject combination.
  • Gender balance.
  • Special Needs Education (SNE) qualifications.

Teachers with SNE qualifications will be posted to special JSS institutions.

Required Documents for Verification

During the verification exercise, teachers must present the following:

KCSE CertificateOriginal and copy.
Current PayslipA copy is needed.

Eligibility and Application Process

TSC activated its online application portal on January 13 for primary school teachers seeking deployment to JSS.

Eligible P1 teachers are required to meet both academic and professional qualifications, including active TSC registration and a minimum of a Diploma in Education with at least a C+ in KCSE and two teaching subjects.

Teachers with a Bachelor of Education degree must ensure their certificate is not for a primary option as these are ineligible.

To apply, candidates had to log into the portal using their TSC number, ID number, and surname before submitting their application.

TSC plans to deploy 6,000 P1 teachers to JSS this year as part of efforts to address the 72,422-teacher deficit. Over the last two years, 8,378 primary school teachers have been deployed to JSS to support the CBC transition.

Dr. Nancy Macharia, TSC’s CEO, highlighted the urgency of addressing the shortfall, noting that 149,350 teachers are needed for Grades 7, 8, and 9, but only 76,928 are currently in service, representing 51.5% of the requirement.

Dr. Macharia also reported that the Commission had adopted phased deployment of teachers since 2019 to alleviate stagnation and address teacher shortages. From 2019 to 2021, 1,000 teachers were deployed annually to secondary schools, and between 2022 and 2024, over 8,378 teachers were sent to JSS.

Eligibility Criteria for Deployment

Teachers seeking deployment must fulfill the following conditions:

  • Active TSC registration.
  • Employment under TSC as a primary school teacher.
  • Absence of any disciplinary issues or interdictions.
  • Minimum academic qualifications:
    • Diploma in Education with at least a C+ at KCSE or its equivalent.
    • Bachelor’s Degree in Education (non-primary option).
    • At least 8 units in each of two teaching subjects.

Teachers with a plain C at KCSE qualify if they hold both a Diploma in Education and a Bachelor’s Degree in Education.

Since 2019, TSC has utilized deployment as a means of promoting P1 teachers who have upgraded their academic qualifications. This approach addresses teachers’ complaints about stagnation and recognizes their efforts to advance professionally.

Dr. Nancy Macharia noted that the deployment initiative demonstrates TSC’s commitment to strengthening the education system, particularly during the critical CBC transition phase. She added that more teachers will be deployed in phases to gradually close the gap in JSS staffing.
