Parents Criticize New University and College Funding Scheme
Parents are increasingly unhappy with the new tuition loan and scholarship funding model introduced by the Higher Education Loans Board (HELB).
This model categorizes university and college students into various funding bands based on factors such as economic background and socio-demographic conditions, aiming to allocate financial aid more effectively according to the level of need.
Concerns Over Band Placement
Samuel Odhiambo, a parent from Migori County, expressed frustration with the system. He claimed that despite following the proper procedures and accurately reporting his family’s income, his child was placed in an unexpected funding band.
Odhiambo, a peasant farmer from Suna West, shared that his son, who scored an A and is set to join the University of Nairobi’s medical school, was placed in Band Five.
This band requires a household contribution of Sh244,800, which represents 40% of the total annual program cost of Sh612,000.

Many parents across the country share Odhiambo’s concerns, feeling that the new funding system is flawed and potentially unfair.
There is growing worry that it may exclude a significant number of students from poor backgrounds from accessing university education.
Some parents have questioned the criteria used by the government to determine the appropriate funding band for each family, especially as university costs continue to rise.
Calls for an Equitable Solution
Odhiambo noted that the widespread backlash against the new funding system underscores the urgent need for the government to develop a more equitable solution that genuinely addresses the needs of students from all economic backgrounds.

In response to the mounting concerns, the Ministry of Education, under CS Julius Migosi, directed all Vice Chancellors on Wednesday to admit students unconditionally.
Furthermore, they were instructed to assist students with accommodation, regardless of their immediate ability to pay.
