PS Belio Kipsang Transferred to Interior as Bitok Takes Education Docket.
President William Ruto has made changes in government to speed up the implementation of the Bottom-Up Economic Transformation Agenda (BETA).
Education PS Belio Kipsang was transferred to the State Department for Immigration and Citizen Services at the Interior Ministry. His previous position was filled by Julius Bitok, who was the Principal Secretary for Immigration and Citizen Services.
According to a statement signed by Head of Public Service Felix Koskei, Professor Edward Kisiang’ani was appointed as a senior advisor and a member of the President’s Council of Economic Advisors.
Previously serving as the Principal Secretary in the State Department of Broadcasting and Telecommunications, Kisiang’ani now joins former Public Service CS Moses Kuria and economist David Ndii in the council, which is responsible for revitalizing the economy.
His former role will now be taken over by Stephen Isaboke, who was the Group Executive, Head of Regulatory Affairs at MultiChoice Group.
Amos Gathecha, formerly the Principal Secretary of Public Service, was elevated to Deputy Head of Public Service at the Executive Office of the President.
Additionally, Medical Services PS Harry Kimtai was reassigned to the Mining Ministry, while Dr. Caroline Wanjiru Karugu, a former Nyeri Deputy Governor, took over as Principal Secretary for the State Department of East African Community (EAC) Affairs.
Karugu had been a member of former Prime Minister Raila Odinga’s campaign team for the African Union Commission Chairmanship bid.

Fredrick Ouma Oluga was appointed as the new Principal Secretary for the State Department of Medical Services. Having led the Kenya Medical Practitioners, Pharmacists, and Dentists Union (KMPDU) for five years before stepping down in March 2020, Oluga now assumes a crucial role in the health sector.
These strategic appointments aim to enhance governance efficiency and advance the administration’s economic and service delivery goals.
