The Public Service Commission (PSC) has intensified speculation about a broader government reshuffle by inviting Kenyans to apply for vacant Principal Secretary (PS) positions.
This call for applications was made through local newspapers and the commission’s official website on Wednesday. Interested individuals have until December 4, 2024, to submit their applications.
Qualifications and Experience Required
To qualify, applicants must meet the following criteria:
- Hold a degree from a university accredited by the Commission for University Education (CUE).
- Have at least 10 years of professional experience, including five years in a senior management role within the private or public sector.
- Possess relevant knowledge of government functions, organization, and policies, and demonstrate the ability to apply this knowledge effectively in the role.

Additionally, applicants are required to demonstrate an understanding of national development objectives, policies, and goals.
They must also exhibit strong leadership and management skills, particularly in financial and strategic people management.
Responsibilities of Principal Secretaries
Successful candidates will assume significant responsibilities, including:
- Acting as the principal accountant and authorizing officer in the respective ministries.
- Ensuring efficient and effective utilization of financial, human, and other resources in state departments.
- Promoting the values and principles outlined in Articles 10 and 232 of the Constitution of Kenya 2010.
- Submitting statutory reports as required.
Application Process
PSC Chairperson Anthony Muchiri emphasized that applicants must submit detailed curriculum vitae, copies of academic and professional certificates, transcripts, national identity cards or passports, testimonials, and other supporting documents. All documents must be scanned and included in the online application.
Recent Context of Government Changes
The advertisement follows recent government reshuffles initiated by President William Ruto. On July 24, 2024, he announced significant changes at State House, Nairobi, which included the dismissal of some Cabinet Secretaries and the integration of opposition members into the Cabinet.
