Ruto Names Second Batch of CS Nominees: Top ODM Leaders, Dismissed CSs Featured
President William Ruto recently unveiled his second batch of cabinet secretary nominees. This announcement came just a week after the first batch was introduced. During a press conference at State House in Nairobi, Ruto announced several new appointments:
- John Mbadi for the Ministry of National Treasury
- Salim Mvurya for the Ministry of Investment, Trade, and Industry
- Rebecca Miano for the Ministry of Tourism and Wildlife
- Opiyo Wandayi for the Ministry of Energy and Petroleum
- Kipchumba Murkomen for the Ministry of Youth Affairs, Creative Economy, and Sports
- Wycliffe Oparanya for the Ministry of Cooperatives and MSMEs Development
- Justin Muturi for the Ministry of Public Service
- Stella Langat for the Ministry of Gender, Culture, Arts & Heritage

John Mbadi – Ministry of National Treasury
John Mbadi is a distinguished politician with extensive experience in Finance, Leadership, and Politics.
Currently serving as the Chairperson of the Orange Democratic Movement (ODM) party and a nominated Member of Parliament, Mbadi has a background in accounting with a Bachelor of Commerce from the University of Nairobi.
His career includes roles from accountant to Finance Director and Chair of the ODM Party secretariat on finance matters. Mbadi also served as Chair of the Public Accounts Committee in the National Assembly.
James Opiyo Wandayi – Ministry of Energy and Petroleum
Opiyo Wandayi is the Leader of the Minority Party in the National Assembly and a seasoned legislator representing Ugunja Sub-County.
His educational background includes a Bachelor of Science in Agriculture, a Master’s in Business Administration, and a Diploma in Business Management.
Recently, he earned a Bachelor of Laws Degree. Wandayi previously chaired the Public Accounts Committee, leading efforts to scrutinize public fund usage.
Stella Soi Langat – Ministry of Gender and Culture
Stella Langat holds a Bachelor’s degree in Political Science and a Master’s in Public Administration. She is currently the Director at the Ministry of Interior and Administration, having previously served as Director at the Ministry of Housing and Urban Development and as the Bomet County Secretary.
Ali Hassan Joho – Ministry of Mining
Ali Hassan Joho, the former Governor of Mombasa, has been nominated for the Ministry of Mining. His political career began as Kisauni Member of the National Assembly and later as Governor. Joho’s experience includes serving as the Kisauni party chairman and engaging in various political roles since 2004.
Wycliffe Oparanya – Ministry of Cooperatives and MSMEs Development
Wycliffe Oparanya, a former Governor of Kakamega County and Chairman of the Council of Governors (COG), is nominated for the Ministry of Cooperatives and MSMEs Development.

He is a certified public accountant and an active member of the Orange Democratic Movement. Oparanya played a significant role in the Covid-19 task force, advising on pandemic responses and public health strategies.
