School Capitation Crisis As Term Two Begins on Monday
Another feud is brewing between school administrators and the government, following allegations that no capitation money will be released or provided to schools when they reopen for the second term on Monday.
The other stumbling block to reopening is the distribution of capitation. Despite Machogu’s claim that parents will receive a school fee waiver with flexible payment, headteachers questioned his declaration that capitation money for this term had already been given by the end of the first term.
Machogu stated that schools should utilize the funds sent to them just before the end of the first term.
He explained that money was disbursed to schools at the start of the first term, amounting to 25 percent, and another 25 percent was released at the end of the term.

Machogu expressed confidence that the latter portion of funds has not been utilized in some schools and emphasized that they should commence with utilizing it, as mentioned by the CS.
“We released money to schools at the beginning of first term, 25 per cent and at the end of the term we also released another 25 per cent,” the CS said.
The heads, on the other hand, stated that running the schools without capitation would undermine their efforts to accept students.
The heads maintained that the money provided at the end of the first term had already been used to pay off debts and outstanding salary for non-teaching staff.

In the absence of funds, Kenya Primary Schools Heads Association leader Johnson Nzioka predicts a grave situation in which schools struggle to operate.

Nzioka emphasized that the capitation for the second term should be provided to schools promptly so that school heads can make necessary preparations.
He highlighted the need to purchase cleaning materials and attend to overgrown compounds resulting from the holiday period.
