School Heads Warned on Unauthorized Levies
School administrators face personal liability if they send students home due to unauthorized levies. As schools across the country reopened for the third term, preparing candidates for national exams and assessments, they issued this warning.
Education CS Julius Ogamba announced that the government has already allocated Sh28.1 billion to public primary, junior, and secondary schools to ensure smooth operations.
He emphasized that the government should not send away any child for unauthorized levies and instructed field officers to report any such cases to his office for immediate action. School teachers who violate this directive will be held individually and personally responsible.

“Any school teacher who sends away a learner for unauthorized levies will bear individual and personal responsibility.”
Protection of Examination Certificates
During a visit to Lenana School Primary in Kajiado County, the CS also addressed the issue of withholding examination certificates due to unpaid school fees.
He stated that every student who sits for national exams has a right to their certificates, as guaranteed by the constitution, which ensures free and compulsory basic education for every Kenyan child.
School heads were urged to find alternative administrative solutions to address fee balances without impeding students’ progression by withholding their certificates.
The CS confirmed that the respective schools had already deposited the Sh28.1 billion capitation into their bank accounts.

He urged school managers to utilize the funds prudently, as they are public funds entrusted for the benefit of learners.
Ogamba reiterated that any misuse or misappropriation of these funds would be met with swift action, as the ministry is committed to ensuring full accountability for every cent disbursed to schools.
