School Principals to Face Parliamentary Committee Over Audit Queries.

School principals nationwide are set to appear before Members of Parliament to address audit queries following the presentation of audit reports by the Office of the Auditor-General (OAG), headed by Auditor-General Nancy Gathungu.

The head of institutions will be questioned by the Public Investments Committee on Governance and Education, chaired by Bumula MP Jack Wamboka.

According to Wamboka, the committee plans to summon principals of national schools first, followed by those from extra-county and county schools.

Wamboka emphasized that the Auditor-General had been tasked with presenting the audit reports of all national secondary schools, which will be part of a pilot program.

He stressed that all parties should countersign and submit the reports to ensure accountability and prevent dishonest principals from avoiding responsibility.

Audit Progress and Accountability

Gathungu reported that the OAG had completed audits for over 450 schools out of the 9,000 institutions that require auditing.

She expressed readiness to finalize the audit process and submit the reports to Parliament for further review.

She added that the OAG had fostered a productive working relationship with the Public Investments Committee by providing accurate, timely audit reports and recommendations for follow-up.

Mismanagement of Funds and Financial Irregularities

The OAG uncovered widespread misappropriation of funds, including unauthorized fee increases, questionable expenditures, and unaccounted-for capitations and grants allocated for various school development projects.

The auditor also raised concerns about the transfer of funds to the Kenya Secondary School Heads Association (KSSHA), a welfare organization for school heads, which is not included in government funding provisions.

The parliamentary committee had previously engaged with principals of technical institutions regarding financial irregularities, misappropriation of funds, and irregular procurement activities.
