SHIF Scheme Contribution and Benefit Tariffs

Kenyans are set to contribute 2.75 percent of their gross salaries to the Social Health Insurance Fund (SHIF) starting July 1, according to the final Social Health Insurance (General) Regulations, 2024.

This marks a change from the initially announced date by the Ministry of Health, confirming that registration for SHIF should be completed by June 30.

The Ministry of Health (MoH) has announced new tariffs for the benefits package under the Social Health Insurance Fund (SHIF) scheme.

The Social Health Authority (SHA) board, in collaboration with the MoH, has proposed these tariffs, which are still subject to further discussions with the affected parties.

SHIF General Services:

Timothy Olweny, chairman of the Social Health Authority (SHA), confirmed the updated timeline, explaining that contributions and access to health services under the Act and these regulations will begin on July 1, 2024.

The regulations mandate that every resident in Kenya must apply for SHIF membership by June 30, 2024, under Section 26(1) of the Act, ending the confusion regarding the start date for deductions.

Maternity, Newborn, and Child Health Services:

Initially, Health Cabinet Secretary Susan Nakhumicha had announced that SHIF deductions would start in March, later adjusting the date to July before reverting to March. She had stated that services would be available from July, noting that the regulations would take effect once gazetted, with deductions beginning at the end of March.

She projected that three months were needed to prepare, implement a digital registration system, test it, and collect funds starting the new financial year in July.

Robert Pukose, chairman of the National Assembly’s Health Committee, stated that Kenyans would continue contributing to the National Health Insurance Fund (NHIF) until December.

The NHIF will cease operations at the end of the year, and SHIF will take over. During this transitional period, the NHIF ceiling remains at Sh1,700, which will increase significantly for top earners under SHIF.

For non-salaried individuals, the monthly contribution will decrease from Sh500 to Sh300 under the new regime.
