Siaya County Launches ECDE Feeding Programme to Enhance Child Development.

Siaya County Governor James Orengo officially introduced the Siaya County Early Childhood Development Education (ECDE) Feeding Programme, aimed at providing nutritious meals to young learners. This initiative seeks to support their overall development by ensuring proper nutrition.

The programme, part of the broader Smart Start Programme, is being piloted in all 14 counties within the Lake Region Economic Block (LREB). Initially, it will benefit the 79 children currently enrolled at Siala ECD Centre in South Gem Subcounty.

Targeting children aged 1-9, it aims to enhance cognitive and physical development through adequate nutrition and a supportive learning environment.

The programme ensures that children receive proper nutrition, a key factor in their academic success and overall growth.

The launch event witnessed the attendance of key stakeholders, including members of the County Assembly and the County Executive.

Their presence underscored a collective commitment to strengthening early childhood education in Siaya County. Leaders at the event reaffirmed their dedication to supporting initiatives that enhance child welfare and improve learning conditions in ECDE centers.

County Executive Committee Member (CECM) for Education, Dr. Edgar Otumba, noted that the feeding programme had been in development for two years.

He credited its successful implementation to the joint efforts of the county executive and the County Assembly. Dr. Otumba emphasized that the initiative demonstrated how collaboration among leaders can achieve meaningful progress.

Smart Start Programme’s Role in Child Development

Siaya First Lady and Smart Start Patron, Betty Orengo, stressed the need for a strong foundation in early childhood education.

She pointed out that beyond infrastructure, comprehensive play facilities and a nurturing environment are essential components. She viewed the Smart Start Programme as a lasting legacy that will benefit future generations beyond the current leadership.

Governor Orengo, during the programme’s launch, highlighted the critical role of early childhood years in shaping future well-being. He explained that inadequate nutrition and care during the first five years of life could negatively impact long-term health and potential.

He assured stakeholders of the county’s commitment to ensuring no child in Siaya is deprived of essential early childhood services.

The feeding programme is set to provide fortified porridge to over 45,000 learners across more than 700 public ECDE centers in Siaya County. This initiative is expected to address malnutrition and food insecurity, consequently improving students’ concentration and participation in school activities.

Siaya County has demonstrated a strong commitment to ECDE, evident in its impressive 98% enrolment rate and the establishment of nearly 700 ECD centers.

However, the county still faces challenges, particularly in staffing, with only 608 ECD teachers available against a required 1,450.

Governor Orengo acknowledged this shortfall and assured stakeholders that efforts are underway to train and recruit more teachers to bridge the gap.

Regional Collaboration

The Smart Start initiative is gaining traction across the 14 LREB counties, with Siaya serving as the pilot and model for implementation. Other counties are eager to learn from Siaya’s approach and replicate similar programmes in their jurisdictions.

This collaborative effort is expected to create a positive impact, enhancing ECDE services across the region.

Governor Orengo called on all stakeholders, including parents, teachers, and community members, to support the initiative.

He emphasized that early childhood education is a shared responsibility requiring active involvement from all sectors for successful implementation. He also urged other counties to invest in similar initiatives to ensure every child receives an optimal start in life.
