Teachers’ Medical Cover at Risk as TSC Faces Ksh 11 Billion Deficit.
Appearing before the National Assembly Education Committee, Teachers Service Commission (TSC) CEO Nancy Macharia acknowledged a financial shortfall in covering the Ksh 11 billion needed for teachers’ medical insurance.
She admitted that TSC is currently unable to meet the full contract cost for the teachers’ medical cover, citing a Ksh 10 billion deficit.
“We don’t have money for medical to complete the contract, 11 billion..”
Macharia emphasized the urgency of the situation, warning that the lack of funds could lead to another teachers’ strike if the issue isn’t resolved. She urged the committee to provide assistance, stressing the importance of avoiding industrial action that could disrupt the education sector.
‘We need the committee to help us because it would be very bad if the teachers were on strike again.”

The Teachers Service Commission (TSC) relies on funds disbursed from the National Treasury, which are transferred to Minet Insurance Brokers.
Minet then forwards the funds to the Medical Administration Kenya Limited (MAKL) consortium, responsible for paying hospital bills.
This structure was outlined by Ayabei Chumo, who represented TSC CEO Nancy Macharia.
Insurance Coverage and Providers
Teachers receive health coverage through Minet Brokers Limited, which collaborates with eight insurance companies nationwide under MAKL to provide services. These partner companies include:
- Old Mutual General Insurance
- Britam General Insurance Company
- Bliss Healthcare Limited
- Medical Administration Kenya Limited
- Star Discovery Insurance Limited
- Pioneer Assurance Company Limited
Scope of Health Coverage
The health insurance package includes up to KSh2 million for treatment at international hospitals, with an additional KSh2 million allocated for travel expenses for the patient and a family member.
