Teachers’ Unions Oppose Ministry’s Fresh Application Plan for 46,000 JSS Interns.
In contrast, Kenya Union of Post Primary Education Teachers (Kuppet) Secretary General Akello Misori rejected this announcement, asserting that all interns should automatically be transitioned to permanent roles.
Misori emphasized that the Cabinet Secretary is not the employer of teachers and should refrain from interfering in such matters. He warned that the announcement could lead to unnecessary friction between educators and the government.
“That statement will create unnecessary tension between teachers and the government. “They (interns) shoul convert all the 46,000 teachers automatically to permanent and pensionable terms,” he said.
Kenya National Union of Teachers (Knut) Secretary General Collins Oyuu expressed his lack of awareness regarding these developments, insisting that all interns must also be automatically converted to permanent and pensionable positions.

Oyuu remarked that, during an internship, one transitions to a permanent position without needing to reapply for a new role. He voiced concerns about the implications of requiring fresh applications, questioning whether applicants would be considered or denied.
“TSC has been allocated Sh18 billion, and we expected them to have confirmed all the 46,000 interns. What is going on?” said the chairman, Julius Melly, seeking clarity on when advertisements for the positions would be posted.
The Ministry of Education intends to require 46,000 teachers currently serving as interns under the Teachers Service Commission (TSC) to reapply for permanent and pensionable positions.
Education Cabinet Secretary Julius Ogamba announced that the TSC will conduct evaluations of these interns until December, with confirmations for selected teachers expected in January 2025.
Ogamba explained that the TSC would subject the interns to a competitive evaluation process in accordance with constitutional and legal guidelines.

The confirmed candidates will officially assume their roles starting January 1, 2025, in line with the approved budgetary timelines.
