The Teachers Service Commission (TSC) has emphasized transparency and ethical conduct in the teacher recruitment process for the 2024/2025 financial year.
Through established guidelines and the involvement of various stakeholders, the recruitment process is designed to ensure fairness and accountability.
Commitment to Transparency
Public Officer Ethics Act:
The selection process adheres to the Public Officer Ethics Act and the Teachers Service Commission Code of Conduct and Ethics (CoCE, 2015), requiring all involved parties to uphold the highest standards of transparency.
Selection Panel Responsibilities:
The TSC has tasked Regional Directors, County Directors, and Sub-County Directors with overseeing and managing the selection process at their respective levels.
Before recruitment begins, TSC Regional Directors will induct County Directors, who will then induct members of the Selection Panels involved in the process.

This includes a thorough review of the relevant sections of the TSC Act and Code of Regulations for Teachers (CORT, 2015).
Verification of Documents:
All applicants are required to submit original and legible photocopies of academic, professional, and other relevant documents.
The verification process is conducted at the Sub-County level, ensuring that all credentials are scrutinized for authenticity.
Photocopies of certificates are also certified by the TSC Sub-County Director before forwarding them for further review.
Ethical Guidelines in Selection
- Fair Access for Disabled Applicants: TSC has put in place measures to ensure that venues for the selection process are accessible to applicants with disabilities. Applicants with disabilities are required to indicate their disability status, which will be considered during their placement.
- Name Variance and Documentation: Applicants with discrepancies in their names across academic or identification documents are required to provide an Affidavit explaining the variance, ensuring clarity and preventing misrepresentation.
- Addressing Ties in Selection: In the event of a tie during the ranking process, applicants will be considered based on the length of time since graduation, followed by the strength of their academic and professional certificates. If further tiebreakers are needed, KCSE aggregate grades will be evaluated.
Ethical Accountability
- Accuracy in Application: Applicants are expected to provide truthful and accurate information during the recruitment process. Any application filled with misleading information or any offer of employment issued based on false data will be cancelled immediately without reference to the candidate.
- Handling Complaints: Applicants who are dissatisfied with the recruitment process are encouraged to submit written complaints to the TSC County Director within seven days. Additionally, complaints can be sent to TSC Headquarters via email. In cases where the TSC County Director’s decision is not satisfactory, the applicant can appeal to the Appeals Committee at the TSC Headquarters.
