TSC 2024 Eligibility Criteria and Remuneration for Teachers with Disabilities

The Teachers Service Commission (TSC) has issued new guidelines for the remuneration of personal guides for employees living with disabilities.

This follows the Salaries and Remuneration Commission (SRC) circular Ref: SRC/ADM/11(190) dated 7th March 2024, which reviewed the types of disabilities eligible for the Personal Guide Allowance for public service employees, including teachers and Secretariat staff.

Details of the Allowance

According to the SRC circular, the following types of disabilities qualify for the Personal Guide Allowance:

Type of DisabilityPersonal Guide Allowance
DeafKshs. 20,000 per month, payable as part of the monthly remuneration to the beneficiary.
BlindKshs. 20,000 per month, payable as part of the monthly remuneration to the beneficiary.
Low VisionKshs. 20,000 per month, payable as part of the monthly remuneration to the beneficiary.
Physically DisabledKshs. 20,000 per month, payable as part of the monthly remuneration to the beneficiary.
TSC Announces New Guidelines and Allowance for Remuneration of Teachers with Disabilities

Implementation Date and Application Procedure

The TSC has announced that the payment for the newly recognized disabilities will be effective from 14th February 2024.

Employees are advised to follow the existing application procedures as provided in the Code of Regulation for Teachers, 2015, and the Human Resource Processes and Procedures Manual, 2018.

Dr. Nancy Njeri Macharia, Secretary and Chief Executive of the TSC, emphasized the importance of adhering to the specified application procedures to ensure timely and accurate disbursement of the allowances.

Stakeholder Communication

The circular has been communicated to all teachers and Secretariat staff. A copy has also been sent to Mr. Collins Henry Oyuu, Secretary General of the Kenya National Union of Teachers (KNUT).
