TSC Announces Retooling Exercise for Teachers on CBC and CBA for Grades 7 and 8.
The Teachers Service Commission (TSC) has announced an upcoming nationwide training program for teachers handling Grades 7 and 8 under the Competency-Based Curriculum (CBC) and Competency-Based Assessment (CBA).
The retooling exercise, set to commence from November 20 through December 5, 2024, will involve a comprehensive smart cascade model training.
This approach begins with the training of Master Trainers, who will then prepare Trainers of Trainers (ToTs) for the task of directly educating teachers in all counties.
Training Phases and Model
The retooling program will follow a structured timeline across several key training phases:
- Master Trainers’ Training (November 20-22, 2024) at KISE: Selected Master Trainers from TSC, KICD, KNEC, KEMI, CEMASTEA, MOE, and TTCS will undergo specialized training.
- Training of Trainers (ToTs) (November 27-29, 2024) at designated county venues: Curriculum Support Officers, Teacher Educators, and selected teachers will be equipped to provide on-the-ground training.
- Zonal Coordination Training (November 30, 2024) and Teacher Retooling (December 2-5, 2024) across counties: Face-to-face training will cover various subjects, such as Languages, Mathematics, Science, and Technical studies.
Details of the Training Approach
Using the smart cascade model, Master Trainers will initially prepare ToTs, who will then train junior school teachers on implementing CBC and CBA.

TSC has emphasized a hands-on, face-to-face approach to ensure effective knowledge transfer.
Notably, the training will be residential for teachers from Arid and Semi-Arid Lands (ASAL) and Special Needs Education (SNE) schools, while it will remain non-residential for others.
Designated Teacher Training Colleges and suitable venues within each county will host the sessions.
Key Instructions for TSC Regional and County Directors
The TSC memo outlines specific directives for Regional and County Directors to ensure smooth implementation. Responsibilities include:
- Participant Selection: Nominating TSC Sub-county Directors, Tutors, Teacher Champions, and other stakeholders to participate in both the ToT and teacher training sessions.
- Venue Preparation: Ensuring training venues meet infrastructure standards, with separate provisions for SNE participants.
- Private School Involvement: Three teachers from each private school will be invited, covering their own expenses for transport, meals, and accommodation.
The retooling will involve Junior Secondary School (JSS) teachers handling Grade 7 and 8 subjects such as English, Kiswahili, Mathematics, Science, Humanities, Religious Studies, Pre-Technical Studies, and Creative Arts. Teachers will be grouped by subject area, focusing on core and practical components to align with CBC’s emphasis on skills and competencies.
Monitoring and Reporting
Following the training, Regional and County Directors are to compile and submit detailed reports, including participant summaries.
These reports will aid the TSC in assessing the success of the retooling process and ensuring the program meets quality standards for the continued roll-out of CBC and CBA.
