TSC Boss Nancy Macharia Returns from Leave as Exit Nears.

Dr. Nancy Macharia, the Chief Executive Officer of the Teachers Service Commission (TSC), has resumed her duties after concluding a one-month annual leave. As she approaches retirement in June, she will continue overseeing operations until April, when she is expected to begin her terminal leave in preparation for her exit.

During her absence, Ibrahim Mumin temporarily assumed the CEO responsibilities. Now that Dr. Macharia is back, Mumin will return to his original position as Director of Administrative Services.

Dr. Macharia has been at the helm of TSC since 2015, having secured the role through a rigorous selection process. Her tenure was later extended for another five years in 2020.

She succeeded Gabriel Lengoiboni, who retired in June 2015. The recruitment process for her replacement began on May 1, 2015, after the position was advertised, drawing 69 applicants. Four candidates were shortlisted, and Dr. Macharia emerged as the top choice.

As the ninth Commission Secretary and CEO in the history of TSC, Dr. Macharia has played a significant role in the institution’s leadership and administration.

The Legacy of Dr. Nancy Macharia

Dr. Macharia leaves behind a legacy of remarkable achievements that will be remembered for years.

Serving two consecutive five-year terms, she led the organization through transformative changes that significantly influenced Kenya’s education system. When she assumed office in 2015, TSC was plagued by frequent strikes and unrest.

However, under her leadership, it evolved into a more orderly, streamlined, and efficient institution. As she prepares to retire early next year, her contributions to the teaching profession in Kenya stand as a testament to her leadership.

Eliminating Strikes and Ensuring Stability

Upon taking office, Dr. Macharia inherited an institution disrupted by persistent strikes over salary disputes. Teachers engaged in long battles with the government regarding pay, working conditions, and promotions, which disrupted learning and disadvantaged millions of students.

However, her ability to handle delicate negotiations and her commitment to teachers’ welfare helped put an end to these industrial actions. By addressing the root causes of dissatisfaction, she ensured a stable learning environment, which improved academic outcomes nationwide.

Balancing Firmness with Compassion

Dr. Macharia’s leadership was defined by a balance of firmness and compassion. While she enforced discipline and accountability, she also tirelessly advocated for better working conditions.

Recognizing the need for harmony between government policies and teachers’ demands, she ensured salary negotiations resulted in fair compensation without resorting to strikes. She pioneered the Continuous Professional Development (CPD) program, ensuring educators continually improved their skills and adopted modern teaching methodologies. This initiative shifted the profession from a static knowledge-delivery system to one emphasizing lifelong learning.

Additionally, her tenure saw the implementation of teacher appraisal systems to enhance accountability and reward excellence. By prioritizing merit and hard work, she fostered professional growth among teachers, reinforcing a culture of high performance.

Under her leadership, the TSC reformed the teacher recruitment process, making it more transparent and merit-based. These efforts curbed nepotism and favoritism, ensuring that only the most qualified candidates were hired.

Restoring Order and Strengthening Union Relations

Dr. Macharia’s tenure was instrumental in restoring order within the teaching profession. By addressing the underlying issues that led to dissatisfaction, she eliminated the frequent strikes that once disrupted learning.

Her diplomatic approach also improved relations between TSC and teachers’ unions, particularly the Kenya National Union of Teachers (KNUT). Her negotiation skills reduced tensions, fostering dialogue and collaboration instead of confrontation, which created a more cohesive educational system.

Modernizing TSC Through Technology

Embracing modernization, Dr. Macharia integrated technology into teacher management processes. The introduction of digital systems for registration, promotion, and transfers enhanced efficiency within the Commission. Her vision of a tech-driven TSC reduced bureaucratic delays, ensuring teachers’ issues were addressed promptly.

Additionally, she championed a data-driven approach to decision-making. By leveraging insights on teacher performance, student outcomes, and school needs, she ensured policies were evidence-based, making them more effective.

This approach proved particularly beneficial during the COVID-19 pandemic when the TSC had to quickly adapt to remote learning and teacher deployment challenges.

As Dr. Macharia prepares to step down, her legacy will continue to shape the TSC and the teaching profession in Kenya. Her tenure transformed the Commission into a more dynamic, efficient, and responsive institution.

By prioritizing professionalism, teacher welfare, and accountability, she raised the standards of teaching, benefiting both educators and students.
