TSC Breaks Silence on 24,000 Pending Teacher Promotion Letters
The Teachers Service Commission (TSC) has dismissed circulating claims that letters for the 24,000 successful teachers in the promotion exercise have been released.
The Commission clarified that the process remains ongoing, contrary to the rumors being spread.
Selection Criteria Not Yet Finalized
A senior official from the Commission, who requested anonymity due to the sensitivity of the matter, stated that TSC has not yet finalized the selection criteria for competitive promotions. However, they pointed out that Common Cadre promotions are conducted daily.
The officer reiterated that the information regarding the release of letters was false and emphasized that the competitive promotion process is still in progress.
“That’s not true. We have yet to complete even the selection criteria for competitive promotions.
“Common cadre, on the other hand, is done daily,” said the officer, who wished not to be mentioned due to the sensitivity of the matter.

Phased Promotion Implementation
Last year, TSC advertised 24,000 promotion positions for teachers. The implementation of these promotions is scheduled to occur in phases.
The initial phase aims to promote 5,690 teachers, while the subsequent phase will accommodate the remaining 19,000 teachers.
Between 2018 and 2023, the Teachers Service Commission (TSC) facilitated the promotion of 168,389 teachers via the Common Cadre system. Additionally, 73,902 educators advanced through competitive promotions.
The Common Cadre promotion system applies to specific teacher grades: P1 certificate holders advance from grades B5 to C1, diploma teachers from C1 to C2, and graduate teachers from C2 to C3. Teachers in these categories receive automatic promotions after completing three years of satisfactory service.
Kenya National Union of Teachers (KNUT) Secretary-General Collins Oyuu raised concerns about the prolonged acting roles of many school administrators.
He pointed out that numerous school heads and deputies had been serving in acting capacities beyond the legally allowed six-month period. He emphasized that individuals who have held such positions for over three years must be given priority in permanent appointments.
