In 2017, the Teachers Service Commission (TSC) introduced the Career Progression Guidelines (CPG) to delineate the prerequisites for teachers’ employment and advancement, as well as to delineate the updated grading structures and corresponding salary scales.
This document superseded the previous scheme of service (SOS) for teachers.

The CPG aims to steer the career trajectory of teachers under the commission’s employment, delineating recruitment, retention, development, training, and promotion criteria to ensure alignment with established standards.
These guidelines marked a departure from the previous Schemes of Service for the Teaching Service (2005), necessitated by the need to incorporate the outcomes of a 2016 job evaluation and to reflect policy changes instituted by the Commission.
The Career Progression Guidelines (CPG) have the potential to transform the field of teacher management and professional development.
By standardizing policies and procedures, these guidelines aim to enhance staff motivation, retention, and overall performance.
CPG Preface
Through a meticulous process, the Commission has crafted these guidelines, drawing from established frameworks such as the Code of Regulations for Teachers (2015) and the Kenya National Qualifications Framework.
The success of these guidelines depends on the clear delineation of career paths for educators, ensuring transparency, and providing a roadmap for personal and professional growth.
Importantly, the guidelines outline job descriptions, essential qualities, and core competencies for each role, along with minimum entry requirements into the teaching profession.
This clarity is essential for educators to understand their trajectories and take proactive steps toward effectively managing their careers.
For school administrators, a distinct career path has been delineated, streamlining reporting structures and eliminating grading structure overlaps between administrators and classroom teachers.
Moreover, the guidelines establish clear performance expectations for each cadre of teachers, facilitating the setting of performance targets and accurate performance measurement.

Implementing these guidelines will ultimately elevate teacher management within the Commission, foster a culture of continuous improvement, and ensure alignment with organizational goals.
It is incumbent upon educators to familiarize themselves with the guidelines and seize the opportunities they offer for professional development and advancement.
