TSC Clarifies Future of P1 Teachers Amid Proposed Changes
The Teachers Service Commission (TSC) has clarified the future of P1 teachers (certificate holders) following a proposal to eliminate the certificates in the TSC Amendment Bill.
TSC proposed to replace the P1 certificates with a minimum requirement of a Diploma for the lowest cadre of teachers.
Previously, one could qualify for a P1 teaching certificate after scoring a D plain, but the commission now aims to raise the entry grade to a C plain.
Retooling Necessary for P1 Teachers with New Curriculum
The commission emphasized that P1 teachers still have the opportunity to remain in classrooms, provided they undergo retooling. To continue teaching, they are required to pursue a diploma.

Senators raised concerns about the feasibility of teachers pursuing the necessary diploma course due to the high tuition fees charged by colleges, practicum requirements, and the Kenya National Examinations Council (KNEC) assessment fees.
The TSC responded that the Ministry of Education coordinates the program and regulates the tuition and assessment fees.
Retooling of P1 teachers became necessary after the introduction of the new curriculum. TSC clarified that the Competence Curriculum (CBC) required P1 teachers to receive training in new pedagogical skills for effective implementation and knowledge dissemination to learners.
