TSC Concludes Promotion Interviews for Primary School Teachers.

The Teachers Service Commission (TSC) has successfully concluded promotion interviews for primary school teachers across the country. The Commission had advertised a total of 25,288 promotion slots for both primary and post-primary school teachers. These slots were distributed as follows:

  1. Advert 1 to 4 of 2024 (12th – 18th November):
    • 5,690 promotion slots targeted at school administrators.
  2. Advert of 17th December 2024:
    • 19,943 slots for teachers to transition from job group C1 to D3.

Out of these, 16,109 positions were allocated to primary schools, while 9,179 slots went to post-primary institutions.

This year’s promotion exercise attracted significant interest, similar to last year. A total of 189,000 teachers applied for promotions, with 96,640 applications from primary school teachers and 44,043 from post-primary teachers. Despite the overwhelming numbers, the promotion interviews concluded on 23rd January 2025 after beginning on 13th January.

The 2025 promotion interviews differed from previous years, as fewer questions were asked by the interview panels. The panels, consisting of Sub-County Directors, Human Resource Officers, and Curriculum Support Officers, primarily focused on verifying documents. Teachers were required to present their IDs, academic certificates, and other supporting documents for review.

Scoring Criteria

A detailed scoresheet was used to determine promotion eligibility. Key factors included age, academic qualifications, years in the current grade, and performance appraisal ratings (TPAD). Below is the scoring breakdown:

Post-Interview Process

Teachers who qualify will be contacted to collect their promotion letters and posted to schools with vacancies. Unsuccessful applicants will receive regret letters and may reapply in the future. The Commission has been allocated KSh 1 billion for the 2025 promotions.

The promotions aim to fill gaps left by Head of Institutions (HOIs) and Deputy Head of Institutions (DHOIs) who retired or are set to retire by June and August 2025.

Successful candidates must provide five clearance documents as stipulated under Chapter 6 of the Kenyan Constitution, which emphasizes leadership and integrity.

Mandatory Clearance Documents (Post-Promotion)

  1. Valid Certificate of Good Conduct (Directorate of Criminal Investigations)
  2. Clearance Certificate (Higher Education Loans Board)
  3. Tax Compliance Certificate (Kenya Revenue Authority)
  4. Clearance Certificate (Ethics and Anti-Corruption Commission)
  5. Clearance Certificate (Credit Reference Bureau)

  1. Original Identity Card (ID)
  2. Academic Certificates (KCSE, PTE, Diploma, Degree)
  3. Appointment Letter to Current Grade
  4. Latest Payslip
  5. Last Promotional Letter
  6. Responsibility Letter (HOI/DHOI)
  7. Performance Appraisal Reports (TPAD) for 2021-2023
  8. Other Testimonials
Additional Requirements for Post-Promotion:
  1. Valid Certificate of Good Conduct
  2. Clearance Certificates from HELB, KRA, EACC, and CRB
