TSC Gets Funds for Promotions and Teachers’ Pay Rise (CBA)
The 2024/25 budget estimates allocate Sh13 billion to the Teachers Service Commission (TSC) for the implementation of the second phase of the collective bargaining agreement (CBA) that unions signed last year.
The 2024–25 budget estimates allocate an additional Sh1 billion for teachers’ promotions.
The TSC pay rise, ranging between 7 percent and 9.5 percent of the basic salary, will be distributed over two years, with the initial installment disbursed in August last year.
Teachers have also seen improvements in their housing allowances.
Following the agreement with TSC, the unions incorporated it into the 2021–2025 CBA as an addendum, which initially lacked a monetary component.
TSC boss Nancy Macharia and Legal Director Cavin Anyuor presented this to a parliamentary committee in February.

The education sector’s lion’s share of the budget totals Sh364.9 billion, an increase from Sh316.7 billion in the current fiscal year.
However, compared to the Budget Policy Statement, the National Treasury has reduced the allocation by Sh5.033 billion.
9,000 primary school teachers and 3,000 secondary school teachers who were not eligible for recent promotions earlier this year will benefit from the promotion budget.
