TSC Pushes Ahead with April Intern Teachers’ Retooling Despite Reimbursement Setbacks.
The Teachers Service Commission (TSC) is leaving nothing to chance as it prepares for an upcoming retooling programme scheduled for April 16–25. This initiative specifically targets intern teachers recruited towards the end of 2024, and detailed preparations are already underway.
Despite sending official guidelines to County Directors, TSC has not yet instructed them to invite the Trainers of Trainees (ToT). Meanwhile, many learning institutions are reportedly declining requests to host the exercise. Their hesitation stems from unresolved reimbursements related to the last retooling session, which were never settled by the commission.
TSC is expected to adopt a smart cascade model for this exercise. Under this structure, master trainers will be trained from April 9–11 at the Kenya Institute of Special Education.
These trainers will be sourced from various institutions, including TSC, Kenya Institute of Curriculum Development (KICD), Kenya Institute of Special Education (KISE), Kenya National Examinations Council (KNEC), Kenya Education Management Institute (KEMI), Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA), Ministry of Education (MoE), and Teachers Training Colleges (TTCs).
Lack of Motivation Among Master Trainers
Many of the invited master trainers have shown reluctance to participate. Their motivation has reportedly declined due to delays in reimbursements for their involvement in last year’s retooling programme.
Some master trainers affiliated with MoE and CEMASTEA have hinted at alternative engagements during the holiday period, signaling a silent withdrawal from the exercise.

Participants of the previous training session are urging the commission to settle pending reimbursements before the new phase begins.
In March, TSC sought supplementary funding to support various programmes, including teacher retooling, which has become increasingly important with the ongoing transition of the Competency-Based Curriculum from junior to senior school.
