Centralized Recruitment
Despite the delegation of teacher recruitment responsibilities as outlined in Section 20 of the TSC Act, the Commission retains the authority to conduct recruitment from the TSC Headquarters when necessary.
Responsibilities of TSC Regional Directors
The TSC Regional Directors have several key responsibilities:
- Ensure compliance with the guidelines within their regions.
- Oversee the coordination of the teacher recruitment process in their areas.
- Educate County Directors and supervise the training of other personnel, including members of the Selection Panels involved in recruitment.
- Implement strategies to address and resolve complaints arising from the recruitment process within their regions.

Required Documents for Submission to TSC Headquarters
The TSC County Director is responsible for submitting specific documents to the TSC Headquarters. These documents include minutes, merit lists, and various certifications necessary for processing applications.
Documents to Submit
- Minutes and Verification:
- Copies of the minutes from the Sub-County Selection Panel, duly signed by the Chairperson and Secretary, and verified by the TSC County Director.
- Merit Lists:
- County Merit Lists (Appendix IV).
- A list of all selected applicants from the Sub-County/County merit list (Appendix V).
- A list of invited applicants who failed to appear for verification (Appendix VI).
- A list of applicants with disabilities (Appendix VII).
- Employment and Results Documentation:
- A duly signed Offer of Employment Letter.
- Original confirmation statements of PTE/DPTE (Upgrade), KCSE, or KCPE results from KNEC for applicants lacking original certificates.
- The original Medical Examination report in form GP 69.

Certified Copies of Additional Documents
The following certified copies should be submitted in the specified order:
- National identification card.
- Teacher Registration Certificate.
- PTE/DPTE Upgrade Certificate.
- KCSE certificate or its equivalent, including all attempts if exams were re-sat.
- KCPE certificate or its equivalent, also including all attempts if exams were re-sat.
- Letter of certification of results from KNEC, if applicable.
- Primary and Secondary School leaving certificates along with other relevant testimonials.
- National Council of Persons with Disabilities (NCPWD) Card, if applicable.
- An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya, explaining any variance in names.
- KRA PIN certificate, Bank form, and a Bank plate/card (front face) for payroll appointment purposes.
- Panel score sheet (Appendix I), submitted both in soft format (Excel) via email at [email protected] and in hard copy for the selected applicants.
