TSC Releases First Batch of Teacher Promotion Letters.

The Teachers Service Commission (TSC) has dispatched the initial batch of promotion letters to TSC County Directors’ offices for distribution. However, the Commission has yet to release the official list of successfully promoted teachers who participated in the January and February promotion interviews.

In line with the Commission’s policy, the names of promoted teachers must be published for public access. As of March 31, 2025, this list had not been uploaded to the TSC website.

Teachers who succeeded in the promotion process will receive their letters, while those who were unsuccessful will be issued regret letters. The promotion interviews for post-primary school teachers took place between January 27 and February 6, 2025, covering Teacher Training Colleges (TTCs) and secondary schools. For primary school teachers, interviews were conducted from January 13 to January 23, 2025.

TSC had advertised a total of 25,288 promotion slots for both primary and post-primary school teachers. Initially, 5,690 slots were allocated for school administrators through Advert 1 to 4 of 2024, which ran from November 12 to November 18, 2024.

An additional 19,943 positions were advertised on December 17, 2024, for teachers from job group C1 to D3 to apply online. Of these, 16,109 slots were designated for primary schools, while 9,179 positions were set aside for post-primary institutions.

This year’s promotions saw a significant number of applicants, indicating the high demand for career advancement among teachers. TSC reported that 189,000 teachers applied for promotions, with 96,640 being primary school teachers and 44,043 from post-primary institutions. Unlike previous years, the 2025 interviews did not involve direct questioning.

Instead, interview panels, comprising Sub County Directors, Human Resource Officers, and Curriculum Support Officers, focused on document verification. Teachers were required to present their identification cards, academic certificates, and other relevant documents.

Scoring Criteria for Promotion

The TSC promotion scoresheet favored experienced teachers, particularly those aged 45 and above. Teachers aged 55 years and above received 30 marks, while those between 50 and 54 years were awarded 26 marks. Those aged 45 to 49 scored 22 marks, while younger teachers received lower scores accordingly. Academic qualifications also contributed to the scores, with Master’s degree holders receiving 5 marks, degree holders earning 3 marks, and diploma holders getting 1 mark.

Other scoring criteria included experience in the current job grade, with teachers who had served for seven or more years receiving 50 marks. Performance in the Teacher Performance Appraisal and Development (TPAD) system was also considered, with higher ratings earning more points. Additional marks were awarded for experience as Kenya National Examination Council (KNEC) examiners and for presentation skills.

Teachers who secure promotions will collect their letters from County and Sub County Directors and will be posted to schools with vacancies. Those who did not qualify will receive regret letters and can apply again in the future.

TSC allocated Ksh 1 billion for teacher promotions in 2025. These promotions aim to address staff shortages caused by the upcoming mass retirement of teachers by June and August 2025, particularly those holding leadership roles such as Heads of Institutions (HOIs) and Deputy Heads of Institutions (DHOIs).

To finalize their promotions, successful candidates must submit five essential clearance documents as per Chapter 6 of the Kenyan Constitution on leadership and integrity. These include:

  1. A Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
  2. A Clearance Certificate from the Higher Education Loans Board (HELB)
  3. A Tax Compliance Certificate from the Kenya Revenue Authority (KRA)
  4. Clearance from the Ethics and Anti-Corruption Commission (EACC)
  5. A Clearance Certificate from an approved Credit Reference Bureau (CRB)

TSC Seeks Additional Funding for Promotions

In response to the growing demand for promotions, TSC is seeking additional funding to facilitate the promotion of 20,000 more teachers this year. This effort aims to enhance career progression and address staffing needs in educational institutions.

TSC had previously advertised 19,943 promotion vacancies across various teaching roles, including Chief Principals, Senior Principals, Principals, Deputy Principals, Senior Lecturers, Senior Masters, Head Teachers, and Senior Teachers. These positions were spread across different grades and T-scales, catering to both regular and Special Needs Education (SNE) institutions.

As TSC continues its efforts to streamline the promotion process, teachers are encouraged to ensure they meet the necessary requirements and prepare for future opportunities.
