The Junior Secondary School (JSS) intern teachers have unexpectedly taken over secondary school teaching positions advertised by the Teachers Service Commission (TSC), leaving many unemployed teachers in disbelief.

TSC announced recruitment for permanent and pensionable positions, declaring 5,862 slots for primary schools, 21 for junior schools, and 2,824 for secondary schools. However, the selection process significantly favored JSS interns, who were granted an advantage of 50 marks due to their internship experience.

A total of 20,000 JSS teachers had been recruited on an internship basis in early January for a one-year term. Despite serving only two months, they received substantial credit in the selection process, reinforcing the Commission’s commitment to internship programs.

Due to dissatisfaction with working conditions in primary schools, many JSS teachers sought secondary school placements. Complaints about excessive workloads, unclear career growth, inadequate infrastructure, and lack of motivation contributed to this trend.

Consequently, TSC prioritized JSS teachers in recruitment, with those selected having already completed employment formalities. After meeting school principals and panelists for document verification, they now await official postings from the Commission.

TSC has begun assessing staffing needs in Grades 7, 8, and 9 to address vacancies left by transitioning JSS teachers. The increased interest in secondary school positions reflects a shift in preference among teachers seeking better opportunities.

Recruitment Process and Prioritization Criteria

The selection process gave priority to local teachers from the sub-county level before considering candidates from the county, region, and finally those from other counties. Unlike the previous year, when interns were prohibited from applying for permanent positions, this year’s process allowed their participation, rewarding them generously.

Additionally, the Commission granted five extra marks to candidates holding Primary Teacher Education (PTE) certificates who upgraded to the Upgrade Diploma in Primary Teacher Education (UDPTE). Teacher postings are expected to commence at the end of this month and continue until May 2025.

Mandatory Documents for Verification

TSC provided a list of academic and professional documents required for verification during recruitment. Applicants must present original and legible photocopies of the following documents:

For Primary School Teachers:

1. National identification card
2. Teacher registration certificate
3. Evidence of completion of Upgrade Diploma in Primary Teacher Education (if applicable)
4. PTE certificate
5. KCSE certificate or equivalent (including certificates for resits)
6. KCPE certificate or equivalent (including certificates for resits)
7. Certification of results from KNEC (if applicable)
8. Primary and secondary school leaving certificates and other testimonials
9. National Council of Persons with Disabilities (NCPWD) Card (if applicable)
10. Sworn affidavit under the Oaths and Statutory Declarations Act to explain name variations

For JSS and Secondary School Teachers:

1. National identification card
2. Teacher registration certificate
3. Diploma/Degree certificate and official transcripts
4. KCSE certificate or equivalent (including certificates for resits)
5. KCPE certificate or equivalent (including certificates for resits)
6. Primary and secondary school leaving certificates and other testimonials
7. National Council of Persons with Disabilities (NCPWD) Card (if applicable)
8. Sworn affidavit under the Oaths and Statutory Declarations Act to explain name variations
9. Certification of results from KNEC (if applicable)

However, serving intern teachers are only required to present their identity cards for verification. Persons with disabilities must specify their disability type to facilitate appropriate placements.

Merit List and Public Transparency

Once the verification process concludes, the TSC Sub-County Director will compile a Merit List of all verified applicants.

To maintain transparency, TSC has stated that the Merit Lists will be accessible to the public upon request, provided that access does not compromise the recruitment process. The disclosure will fully adhere to the Data Protection Act, 2019.
