TSC Replacement Verification, Interview, and Score Sheet for Teachers 2025 – Post Primary Institutions.

The Teachers Service Commission (TSC) has begun sending out replacement verification messages to shortlisted candidates for the 2025 teacher recruitment exercise in post-primary institutions. This marks the initial phase of the hiring process, where applicants are required to undergo document verification, interviews, and scoring based on standardized criteria.

The verification stage ensures that all candidates meet the required qualifications before proceeding to the interview process. Applicants must provide academic transcripts, teaching certifications, and other essential documents for scrutiny. Once verified, candidates will participate in a structured interview, where their performance will be assessed using an official score sheet designed to ensure fairness and transparency.

This guide provides a comprehensive overview of the TSC Replacement Verification, Interview, and Score Sheet for 2025, detailing the required documents, selection process, and evaluation criteria for teachers seeking placement in post-primary institutions.

All applicants will be invited for document verification. They will receive notification regarding the interview venue, date, and time at least seven (7) days before the verification exercise via SMS.

Required Documents for Verification

Upon being invited for the interview, applicants must present both original and clear photocopies of the following documents:

  • National identification card
  • Certificate of Registration as a teacher
  • Diploma/Degree certificate along with official transcripts
  • KCSE certificate or its equivalent, including certificates for re-sat exams if applicable
  • KCPE certificate or its equivalent, including certificates for re-sat exams if applicable
  • Primary and Secondary School leaving certificates, along with other relevant testimonials
  • National Council of Persons with Disabilities (NCPWD) Card (where applicable)
  • Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya, to explain any name variations
  • Letter of certification of results by KNEC (where applicable)

It should be noted that serving interns will only be required to present their identity cards during verification.

The TSC County Director will submit the names of interviewed applicants, ranked according to their performance in the selection process for each vacancy, along with the recruitment documents of successful candidates.

If an Application for Employment form is filled out or an Offer of Employment is issued based on misleading information provided by an applicant, it will be canceled immediately without further reference to the candidate.

During the interview, the TSC Sub-County Director will develop Sub-County Merit Lists. These lists will then be submitted to the TSC County Director, who will compile County Merit Lists to be used for verification at the headquarters.

AUTHENTICATION OF ACADEMIC, PROFESSIONAL, AND RELATED DOCUMENTS

Required Documents for Authentication

i) Applicants are required to submit both original and clearly legible photocopies of the following documents:

  • National identification card.
  • Certificate of Registration as a teacher.
  • Diploma or Degree certificate along with official transcripts.
  • KCSE certificate or an equivalent, including certificates for retaken exams if applicable.
  • KCPE certificate or an equivalent, including certificates for retaken exams if applicable.
  • Letter of certification of results issued by KNEC when necessary.
  • Primary and Secondary School leaving certificates along with other relevant testimonials.
  • National Council of Persons with Disabilities (NCPWD) Card where applicable.
  • Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya, explaining any discrepancies in names.

Note: Provisional transcripts will not be accepted.

Verification Process

ii) The Sub-Selection Panel is responsible for verifying the following:

  • The applicant meets all qualifications outlined in the TSC advertisement.
  • All submitted original academic and professional certificates, including transcripts, are authentic.

iii) Any applicant found presenting forged or fake academic, professional, or related documents will be committing an offence and shall face disqualification and/or deregistration.

Certification and Fair Recruitment

iv) The TSC Sub-County Director will be responsible for certifying the photocopies of certificates, ensuring they are true copies of the original documents before the interview process.

v) The TSC County Director and Sub-County Directors must ensure:

  • A fair and transparent recruitment exercise.
  • Selection Panels receive adequate sensitization on the recruitment process.
  • Interviews are conducted in accordance with these guidelines and any relevant circulars.
  • Only applicants listed on the Merit List are selected for employment.

The TSC Sub-County Director is responsible for issuing Application for Employment forms to successful candidates from the Merit List.

vi) All recruitment documents shall be forwarded by the TSC Sub-County Director to the TSC County Director’s office. The County Director must verify all documents and confirm that successful applicants meet all requirements before issuing duly signed Offer of Employment Letters. These recruitment documents must be submitted to the TSC Headquarters as per the approved checklist within the designated timeframe.

Selection Criteria

Application Review and Interview Process


The TSC Sub-County Director is responsible for providing the selection panel with a comprehensive list of applicants, as received from the TSC County Director. Only candidates meeting the prescribed criteria will be interviewed by the selection panel.

The TSC Sub-County Director must address any inconsistencies, ensure adherence to guidelines, and provide guidance to both the applicants and the selection panel in accordance with the Commission’s regulations.

All applicants are required to appear before the selection panel in person. The panel will assess and score each candidate based on the selection score guide. Notably, applicants with disabilities related to hearing and/or speech may be accompanied by a sign language interpreter.

QUALIFICATIONS

Graduate Teachers

Eligibility for applicants requires a minimum mean grade of C+ (plus) in KCSE, with at least C+ (plus) in both teaching subjects or two (2) Principal passes and one (1) Subsidiary pass at ‘A’ Level. Additionally, candidates must possess one of the following qualifications:

  • A Bachelor of Education Degree with two (2) teaching subjects.
  • A Bachelor of Science or Bachelor of Arts Degree supplemented by a Post Graduate Diploma in Education (PGDE) with two teaching subjects.
  • A Bachelor of Science with Education or a Bachelor of Arts with Education, both covering two teaching subjects.
  • A Bachelor of Science in Agricultural Education and Extension with two teaching subjects.

Additional Considerations:

  • Applicants holding a Bachelor of Education with a mean grade of C (Plain) at KCSE and C (Plain) in the two teaching subjects but who later completed a Diploma in Education are eligible.
  • Candidates who obtained a Mean Grade C (Plain) at KCSE, secured a C (Plain) in the subjects studied at ‘A’ Level, and attained at least one (1) Principal and two (2) Subsidiary passes for Sciences or two (2) Principal and one (1) Subsidiary passes for Arts before pursuing a Bachelor of Education Degree are also eligible.
  • Diploma in Education holders who attained a Mean Grade of C+ (Plus) in KCSE and C+ (Plus) in the two teaching subjects and later completed a Bachelor of Education Degree qualify for selection.
  • Bridging/Pre-university certificates will be considered only for candidates who completed the course before December 31st, 2015.

Diploma Teachers

Applicants must have a minimum mean grade of C+ (Plus) in KCSE or its equivalent, along with at least C+ (Plus) (or Credit pass) in both teaching subjects or one (1) Principal pass and two (2) Subsidiary passes at ‘A’ Level. Additionally, they must possess a Diploma in Education from a recognized Teacher Training Institution, with a minimum C+ (Plus) in the two teaching subjects.

Special Considerations:

  • Diploma teachers who graduated in 2008 or earlier with a mean grade of C (Plain) at KCSE and C (Plain) in both teaching subjects remain eligible.
  • Hearing and visually impaired teachers who enrolled in training programs with a mean grade of C (Plain) and C (Plain) in the two teaching subjects also qualify.

Technical Teachers

Candidates must hold a minimum mean grade of C+ (Plus) in KCSE or its equivalent, along with at least C+ (Plus) in both teaching subjects or one (1) Principal pass and two (2) Subsidiary passes at ‘A’ Level in the relevant subjects. Additionally, they must possess one of the following qualifications:

  • A Bachelor of Education Technology (BeD TECH).
  • A Bachelor of Science (BSc) in a relevant technical subject or course.
  • A Higher Diploma in a technical course.
  • A Diploma in a technical course.

Applicants falling under the second category (Bachelor of Science) must also possess a Diploma in Technical Teacher Education from Kenya Technical Trainers College (KTTC), formerly Kenya Technical Teachers College.

Exclusions and Additional Guidelines:

Candidates trained in subjects not included in the current Secondary School Curriculum are ineligible, even if they have completed a Post Graduate Diploma in Education (PGDE) and/or enhancement. These include but are not limited to degrees in Natural Resources, Horticulture, Fisheries, Meteorology, Farm Machinery, Anthropology, Forestry, Sociology, Biotechnology, Animal Husbandry, Journalism, and Theology/Divinity.

Applicants with degrees in Economics, Commerce, or Accounting may apply for Business Studies positions, while those with Social Education and Ethics (SEE) can apply for CRE/IRE teaching roles.

Diploma teachers with English and another subject are eligible for English/Literature teaching positions if they have sufficient coursework in both Language and Literature.

All candidates must have studied both teaching subjects at KCSE level, except for those applying for Agriculture, Business Studies, Home Science, and Computer Studies. Candidates who did not study Business Studies or Computer Studies must have attained a minimum of C+ (Plus) in Mathematics at KCSE. Similarly, those who did not study Agriculture or Home Science must have achieved at least a C+ (Plus) in Biology at KCSE.

Graduate Teachers must have completed at least eight (8) course units in each teaching subject, including Special Methods courses for their chosen subjects, along with a minimum of three (3) months of teaching practice.

Enhancement certificates and transcripts will only be considered where an applicant lacked the required number of units during their degree/diploma program.

Applicants who pursued a third teaching subject must have completed all required coursework over four years, including Special Methods and teaching practice, and provide evidence of meeting the approved credit hours.

Candidates previously employed on contract but later terminated due to inadequate coursework in teaching subjects and have since obtained enhancement certificates covering the required units are eligible to reapply.

Kenya Sign Language (KSL) and Braille are recognized as teaching subjects in Special Needs Education (e.g., Biology/KSL and Geography/Braille).

Candidates with qualifications in new learning areas under the CBC curriculum, such as Integrated Science, Guidance and Counseling, and Social Studies, are eligible to apply.

VALIDATION OF DOCUMENTS BY THE TSC COUNTY DIRECTOR

The TSC County Directors are responsible for ensuring that:

i. Recruitment documents contain all necessary attachments as outlined in the approved checklist(s); ii. The verification process confirms that the recruited applicants meet the qualifications required for employment as teachers, as stipulated in the recruitment guidelines; iii. All documents are properly signed, including score sheets and Minutes of the Selection Panels, validating the qualifications of the selected candidates; iv. Any received complaints are compiled, and appropriate actions or recommendations are submitted to the Commission.

DOCUMENTS REQUIRED FOR SUBMISSION TO THE TSC HEADQUARTERS

The TSC County Director must submit the following documents to the TSC Headquarters:

i) A properly signed file copy of the Offer of Employment letter along with: a) Certified copies of:

  • National Identification Card;
  • Certificate of Registration as a teacher;
  • Academic and professional certificates, along with all official transcripts;
  • Letter of Certification of results by KNEC (if applicable);
  • NCPWD Card (if applicable);
  • Sworn Affidavit under the Oaths and Statutory Declarations Act, Cap. 15, explaining any discrepancies in names (if applicable);
  • Front face of the Bank plate/Card;
  • KRA PIN Certificate;
  • NHIF Card. b) Two (2) passport-sized color photographs of the successful applicants; c) Original Medical Examination report (Form GP 69).

ii) A merit-based list of all interviewed applicants for the advertised positions;

iii) A system-generated list indicating all applicants, including those absent from the interview

iv) A separate list of applicants with disabilities

v) Properly signed Minutes of the Sub-County Selection Panel;

vi) A duly completed selection score guide, signed accordingly;

vii) A correctly filled pay point particulars form.

COMPLAINT HANDLING PROCEDURE

Any applicant dissatisfied with the recruitment process must submit a written complaint to the TSC County Director immediately and email TSC Headquarters at [email protected] within seven (7) days of the selection process.

The TSC County Director is required to analyze and address all complaints received within seven (7) days of the process’s completion and inform the Headquarters of the actions taken.

If an applicant remains unsatisfied with the TSC County Director’s resolution, or if the complaint concerns the TSC County Director, the applicant may appeal to the Appeals Committee on staffing functions at the TSC Headquarters.

The Appeals Committee will investigate and take appropriate action within fourteen (14) days.

IMPORTANT GUIDELINES

TSC County Directors should be consulted for clarification and advice on qualification matters arising from these guidelines. Despite the decentralization of teacher recruitment under Section 20 of the TSC Act, the Commission retains the authority to conduct recruitment directly from the TSC Headquarters.

TSC Regional Directors are responsible for ensuring compliance with guidelines within their jurisdictions, which includes:

a) Coordinating the teacher recruitment process within their respective regions;

b) Conducting and overseeing the sensitization of County Directors and Selection Panel members;

c) Addressing and resolving complaints that arise within their regions.

For category C, the scoring is based on the year the applicant officially met the qualification requirements for teaching, as determined by the Commission’s policies. This qualification year, rather than the certificate date used in category A, will be considered when calculating the length of time since graduation.

Note:

For scoring in section C, the year used to determine the duration since qualification will be the one in which the applicant met the Commission’s teaching requirements. This will not necessarily align with the certificate used to score section A.

In cases where applicants attain equal scores, the selection process will be determined based on the following priority:

  1. Length of time since graduation
  2. Strength of academic and professional certificates presented

If applicants still tie after these considerations, subject grades will be taken into account.

Applicants with disabilities must indicate their disability status and specify the nature of their disabilities to facilitate proper placement.

Priority will be given to applicants who have not previously been employed by the Commission under Permanent and Pensionable terms. Additionally, preference will be granted to applicants from the respective Sub-Counties or Counties.

    • Two passport-size colored photographs;
    • Certificates and testimonials, including KCPE, KCSE, ‘A’ Level, Diploma, Degree, etc.;
    • Letter of certification of results issued by KNEC, if necessary;
    • Official academic transcripts;
    • Certificate of Registration as a teacher;
    • KRA PIN certificate;
    • Front face of the bank plate/card;
    • Duly completed pay point particulars form;
    • Primary and secondary school leaving certificates and other relevant testimonials;
    • Original Medical Examination report in form GP 69;
    • Confirmation of receipt of recruitment documents.

TSC CHECKLIST

The Secretary of the Selection Panel is responsible for submitting specific documents to the TSC Sub-County Director. These include:

  1. Signed minutes of the selection panel, which clearly outline the number of applicants shortlisted for interviews from the system-generated merit list and the criteria applied for selection.
  2. Completed selection score guide, duly signed.
  3. Certified copies of:
    • National Identity card (both sides);
    • NCPWD card, if applicable;
    • Two passport-size colored photographs;
    • Certificates, including KCPE, KCSE, ‘A’ Level, Diploma, Degree, etc.;
    • Letter of Certification of results from KNEC, if applicable;
    • Official academic transcripts;
    • Certificate of Registration as a teacher;
