TSC Requirements for P1 Teachers to Teach in JSS
Kenya’s educational system is undergoing significant changes, particularly with the implementation of the Competency-Based Curriculum (CBC).
Consequently, there’s a need to reassess teacher deployment, especially for P1 instructors who are being considered for positions in Junior Secondary Schools (JSS).
The Teachers Service Commission (TSC) has set stringent requirements for P1 instructors aspiring to teach JSS students, aiming to ensure high standards in education and facilitate a smooth transition to the new curriculum.
With the effective implementation of the CBC, secondary schools now have increased educational responsibilities, prompting a reevaluation of teacher placement.
To address staffing shortages and ensure that teachers are adequately prepared for their roles, the Ministry of Education and the TSC are collaborating to strategically place primary school teachers in secondary schools.
This includes converting some primary schools into secondary schools and improving JSS facilities through infrastructural upgrades.

Middle school students may benefit from the expertise of primary school teachers with specialized credentials, such as degrees in Early Childhood Development Education or Special Needs Education.
The evolving educational paradigm deems these qualifications advantageous for students’ overall academic progress.
A comprehensive report from the TSC outlines a strategic plan for deploying P1 teachers with specific credentials to JSS, emphasizing the importance of maintaining high educational standards.
The requirements set forth by the TSC include:
- Being from a public primary school
- Holding a P1 certificate
- Being in permanent and pensionable employment
- Demonstrating the ability to teach Grade Seven learners
- Having the qualifications to teach secondary school subjects
- Achieving a minimum grade of C+ in KCSE and two teaching subjects
- Having at least 8 units in each of the two teaching subjects
- Holding a Diploma, Higher National Diploma, Bachelor’s, or Post-Graduate Diploma in Education
These stringent criteria underscore the commitment of the TSC to ensuring quality education and facilitating a successful curriculum transition.
By aligning with the government’s educational reform plan, P1 teachers are contributing to the enhancement of Kenya’s educational system, showcasing their adaptability and dedication to their profession.
