TSC Reshuffles County Directors as Tensions with Teachers Escalate.

The Teachers Service Commission (TSC) has initiated a significant reshuffle of county and sub-county directors across Kenya.

This move comes in response to increasing concerns from teachers regarding delays in promotions and transfers, which have caused tensions between educators and TSC officers.

The restructuring is seen as an effort to restore harmony within the education sector.

Addressing Tensions in the Education Sector

For months, tension had been building between teachers and field officers, with teachers accusing certain officers of holding back promotions or stalling transfers.

The TSC confirmed that the reshuffle includes filling positions left vacant by retiring officers and promoting others.

The changes affected various counties, including Murang’a, Kakamega, Bungoma, Homa Bay, and West Pokot. In Murang’a, the outgoing County Director, Fredrick Ng’ang’a, has been promoted to Regional Director for the Coast region.

He replaces Victoria Muoka, a long-serving officer who retired. Margaret Kinyanjui, formerly Kakamega County Director, will replace Ng’ang’a in Murang’a.

Notable Transfers Across Counties

Several other key changes occurred across counties:

  • Wilson Koros, formerly in charge of Bungoma, was transferred to head Kakamega, while Evans Esese, previously at the TSC headquarters, will now lead Bungoma.
  • In West Pokot, Dr. Esther Musani, who was in Homa Bay, has taken over from the retired Francis Lotam.
  • Milton Oyugi, previously heading Kericho County, has replaced Musani in Homa Bay. Joseph Atwoto, who was the Samburu County Director, has taken over Oyugi’s former role in Kericho.

Changes in Other Counties

Other counties have also seen leadership changes. Dr. Peter Muasya moved from Kwale to Samburu, with Dr. Esther Njiru stepping in to replace him.

Mohammed Kaboo, who was the Deputy Director in Tharaka Nithi, has been promoted to lead the county, taking over from Anne Wawuda, who has been reassigned to Mombasa. In Taita Taveta, David Gutu now replaces Shee Shally as the County Director.

Additionally, Samwel Wasonga, previously Taita/Taveta Sub-County Director, has moved to Bumula in the same capacity, replacing Shivachi Ndombi.

Shivachi has been promoted to Busia County as Deputy Director, succeeding John Wepoke. Wepoke was transferred to West Pokot, replacing Joseph Musyoka, who now leads Tharaka Nithi.

Deputy Directors Also Affected

The reshuffle also involved deputy directors. David Mogaka, who was serving in Elgeyo Marakwet, swapped roles with his Kericho counterpart, Dr. Aleke.

Everlyne Chemjor, the Sub-County Director of Tongaren in Bungoma, was reassigned to Nandi as the new Deputy Director, replacing Wilfred Mosigisi. Mosigisi now serves in Bomet, filling the vacancy left by Daniel Mochama, who retired earlier this year.

Ongoing Adjustments in Leadership

This restructuring follows the TSC’s recent interviews of 50 Sub-County Directors two months ago, which led to widespread changes.

Earlier this year, the Commission also advertised 13 positions for Deputy Directors – Teacher Management, a role created under the new Career Progression Guidelines for Secretariat staff.

Despite these changes, some field officers continue to push for automatic promotions, especially after the government upgraded officers within the Ministry of Education.

Many Sub-County Directors under TSC remain in Job Group N or P, while their County and Regional Director counterparts hold Job Group R.

In comparison, their peers in the Ministry of Education have been promoted to higher job groups, leading to dissatisfaction among TSC officers seeking similar upgrades.

Future Outlook for the Education Sector

As the reshuffle continues, stakeholders in the education sector are closely monitoring how these changes will influence the relationship between teachers and the TSC.

The hope is that the new leadership appointments will alleviate tensions and create a more supportive environment for teachers across the country.
