TSC Salaries: Senior Master II, Deputy Principal III, Senior Headteacher, and Senior Lecturer II; (Grade D1- T Scale-11)

For years, teachers in Kenya have frequently taken to the streets demanding better wages. Fortunately, the Kenyan National Union of Teachers (KNUT) fought tirelessly and successfully for salary increments. As a result, the Salaries and Remuneration Commission (SRC) approved phased salary increases for teachers.

Discussions concerning teachers’ pay and working conditions have remained a key concern, prompting periodic reviews by the government. These negotiations aim to ensure teachers receive fair compensation, keeping them motivated to provide quality education.

Role of the Teachers Service Commission (TSC)

The Teachers Service Commission (TSC) oversees Kenya’s education system, handling teacher recruitment, deployment, and management in public schools. Additionally, TSC determines teacher salaries through negotiations and agreements with unions. The commission is responsible for promotions, which influence salary adjustments.

TSC collaborates with teachers’ unions to sign Collective Bargaining Agreements (CBAs), which help establish fair pay scales. The commission also considers teacher performance and involvement in extracurricular activities when determining salaries.

Criteria for Salary Determination

Teacher salary increments and adjustments are under SRC’s jurisdiction. Several factors influence these salary revisions, including qualifications, years of service, job grade, additional responsibilities such as administrative duties, work location (rural, urban, or hardship areas), and the nature of learners (special needs teachers receive additional allowances).

Recent upgrades in the TSC grading system resulted in the elimination and merging of some job groups. Below is an outline of the current grading system for teachers in Kenya.

Types of Allowances Paid by TSC

Teachers receive two main types of allowances: remunerative and reimbursable. Remunerative allowances are incorporated into the teacher’s monthly salary and are consistently disbursed. Conversely, reimbursable allowances require an application for approval. The TSC provides reimbursements specifically for expenses such as travel and quota per diem.

Highest-Paid Teachers in Kenya

Chief principals hold the position of the highest-paid educators in Kenya. Their basic salary falls within the range of Ksh. 131,380 to Ksh. 159,534. The introduction of the three CBA phases has significantly improved their earnings after years of relatively low wages.

The revised TSC job groups and salary scales have benefited both primary and secondary school teachers, positioning them among the top earners in the Kenyan economy.

Salary for civil servant in Job Group D1

Employees in job group D1 primarily occupy entry-level management roles. Their salaries range from Sh81,148 to Sh109,550. This job group corresponds to the 11th level within the civil servant grading system. Employees under this category receive earnings between Sh97,184 and Sh130,226.
