TSC Sends Out Interview Invitations for Nationwide Teacher Promotions.
Teachers across the country have started receiving invitations to attend the Teachers Service Commission (TSC) promotion interviews.
The Commission is set to conduct these interviews next week to fill 19,943 recently declared promotion vacancies. Notifications sent to teachers include details on required documents, such as original identification, academic certificates, and performance appraisals.
The interviews will commence immediately after the release of the 2024 KCSE results for 965,501 candidates, which is scheduled for January 13, 2024, at KNEC Mtihani House in Nairobi.
TSC emphasized that applicants should bring documentation, including letters of appointment to their current grades, evidence of acting positions, and disability membership cards if applicable.
After receiving Ksh 1 billion from the Treasury, TSC advertised 19,943 promotion vacancies for teachers in job groups ranging from C1 to D4.
On December 17, 2024, the Commission invited teachers from primary and post-primary institutions to apply online, giving them until midnight on December 30, 2024, to submit their applications. Teachers who had applied under previous advertisements in November 2024 were also encouraged to reapply.
Documents Required for Successful Candidates
TSC has stated that successful candidates must present five key documents in line with Chapter Six of the Kenyan Constitution on leadership and integrity. These include:
- A valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
- A Clearance Certificate from the Higher Education Loans Board (HELB).
- A Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
- Clearance from the Ethics and Anti-Corruption Commission (EACC).
- A Clearance Certificate from an approved Credit Reference Bureau (CRB).
These documents aim to ensure that candidates demonstrate integrity, competence, and suitability for public service roles.

TSC’s scoresheet indicates that priority will be given to teachers based on their length of service, Teacher Performance Appraisal and Development (TPAD) ratings, and age.
However, some teachers have expressed concerns about the reduced acting period of six months, claiming it could enable favoritism in promotions.
Data from TSC reveals that approximately 3,300 school heads and deputies currently serve in acting capacities, with plans to confirm these positions starting in January 2024.
Addressing School Leadership Shortages
At least 3,359 public schools currently lack a head of institution, including 1,918 primary schools and 1,441 secondary schools.
TSC attributes this shortage to a lack of qualified teachers and the increasing number of newly registered schools. The Commission aims to address these gaps through the ongoing promotion exercise.
The list of declared vacancies includes roles across various T-scales and grades. Notable positions include:
- Chief Principal (Regular School, T-Scale 15, Grade D5): 44 vacancies
- Principal (Regular School, T-Scale 13, Grade D3): 652 vacancies
- Deputy Head Teacher II (Regular Primary School, T-Scale 9, Grade C4): 3,653 vacancies
- Senior Teacher I (Regular Primary School, T-Scale 8, Grade C3): 4,703 vacancies
In total, the vacancies span 19,943 positions across different levels and institutions.
