The transfer process is managed by specific committees based on the scope of the transfer:

Committees Handling Transfers

  • County Transfer Committee: Responsible for transfers within a county.
  • Regional Transfer Committee: Oversees transfers within a region.
  • TSC Headquarters Transfer Committee: Handles transfers between regions.

Transfer Guidelines

Teachers seeking transfers must submit applications online via their head of institution.

Transfers are approved based on the availability of vacancies and suitable replacements.

Generally, transfers occur during school holidays, except under special circumstances as determined by the Commission.

For approved transfers, teachers receive a transfer letter and must obtain a release letter from their current head of institution.

The head of institution is required to release the teacher within the specified timeframe and exit them through the posting, entry/exit portal.

Upon arrival at the new institution, the receiving head must promptly submit an online entry report via the same portal.

The Teachers Service Commission reserves the right to transfer teachers without an application or deny a transfer application.

In cases where teachers appeal a transfer decision, they must report to the new institution as directed while awaiting the outcome of their appeal.

HRMIS Transfer Application Process for TSC Teachers

Teacher Portal

System Access

  1. Visit the TSC website at www.tsc.go.ke. Under the “Online Services” section, select “Teacher Transfer.”
  2. Provide your TSC Number, ID Number, and Mobile Number, then log in.
  3. A six-digit authorization code will be sent to your mobile number.
  4. Enter the authorization code to proceed. The system will recognize whether you are a primary or post-primary teacher.
  5. To initiate a transfer, click on “Submit a Request for Transfer.”
  6. Complete the required details and check the declaration box.
  7. Confirm all entries and click “OK.”

Submitting a Request

  1. The system will display your current station and the requested county.
  2. Use the “File Attachment(s)” option to upload supporting documents, especially for cases involving insecurity or medical grounds.
  3. Select the file to attach by clicking “Browse.”
  4. Add any remarks, check the dialogue box, and click “OK.”
  5. Uploaded attachments will appear on the screen, with options to view or remove them.
  6. Submit the transfer application. Once delivered successfully, the application status changes to “Pending,” and it will update as progress is made.
  7. Log out to exit the system.

Head of Institution (HOI) Recommendation

Access via Email Notification

  1. Open the institution’s email to view transfer requests.
  2. Follow the link provided in the email notification.
  3. Add your comments as the Head of Institution and click “Submit.”

Access via HOI Portal

  1. Navigate to the TSC website at www.tsc.go.ke, choose “Online Services,” then select “HRMIS” and click on “Teacher Transfer.”
  2. Enter your TSC Number, ID Number, and Mobile Number, then log in.
  3. A six-digit authorization code will be sent to your mobile number.
  4. Enter the code to access the HOI portal.
  5. Incoming transfer requests will be displayed on the portal.
  6. Click the “Action” button to review the transfer request and provide your comments.
  7. Submit your recommendation by clicking the “Submit” button.

Monitoring Transfer Applications

After submitting a transfer request, teachers can monitor its status online. The possible statuses include:

  • Acknowledged: The request is under review and awaiting a suitable vacancy or replacement.
  • Not Approved: The transfer cannot proceed due to a lack of vacancy or replacement.
  • Approved: The transfer has been sanctioned.

Appeals Process

Teachers may appeal transfer decisions within seven days from the transfer date. Appeals can be directed to the County Director, Regional Director, or Director-Staffing for review.

Manual Application Process for Teacher Transfers

Teachers wishing to apply for a transfer must fill out the official application form (TSC/TM/TA/001), which is available in triplicate. This form is to be completed as follows:

  1. Personal Information
    • Provide your full name in block capitals (surname first).
    • Include your TSC number, mobile number, and email address for effective communication.
  2. Professional Details
    • Specify the teaching subjects you handle, your job group, and your current station details, including the sub-county and county.
    • Mention the duration of your stay at your present school and within the same sub-county.
  3. Transfer Preferences
    • Clearly state the institution, sub-county, and county you wish to transfer to.
    • Indicate when the transfer is required and provide valid reasons for the request. Examples include family obligations, career growth, or personal health issues.

Recommendations and Approvals

The transfer process requires input from various stakeholders:

  1. Head of Institution
    • The head of your current institution must provide a recommendation, complete with their signature and official stamp.
  2. TSC County Director/Staffing Officer
    • For transfers outside your current county or sub-county, the staffing officer must evaluate and endorse the application.
  3. TSC-CD Decision
    • The final decision for internal transfers within the county or sub-county rests with the TSC County Director. Outcomes can either be approval with specified details or rejection with reasons.

Key Notes for Applicants

  • Completion of Form: All sections of the transfer application form must be filled out comprehensively to avoid delays.
  • Submission Protocol: Submit two copies of the completed form to the County Director/Staffing Officer via the head of your institution. One copy remains with the TSC, and the other with the County Director.
  • Transfer Period: Teachers must typically serve at their current station for a minimum of five years before requesting a transfer unless specific exceptions apply, as outlined in regulation 27 (2) of the Code of Regulations for Teachers.
  • Transfer Letters: A teacher cannot move to the requested station until receiving an official transfer letter from the TSC or relevant County Director.
