TSC to Commence January Interviews for Teacher Promotions.

The Teachers Service Commission (TSC) is set to initiate interviews for 19,943 teacher promotion slots starting in the third week of January 2024, following the release of the Kenya Certificate of Secondary Education (KCSE) results.

The results for 965,501 candidates will be announced on January 13, 2024, at KNEC Mtihani House in Nairobi. The promotions aim to elevate teachers from job group C1 to job group D4, with funding of Ksh 1 billion allocated by the Treasury.

TSC Teacher Recruitment Guidelines for Post-Primary Institutions (Permanent and Pensionable Terms) – 2025

TSC announced the promotion slots on December 17, 2024, and called for online applications from teachers across primary and post-primary institutions.

The application window, which closed at midnight on December 30, 2024, also invited those who had previously applied under Advert 1 to 4 of 2024 (dated November 12-18, 2024) to reapply.

Required Documentation for Shortlisted Candidates

Shortlisted candidates will need to present several documents during the interviews, including:

  • National Identity Card (ID)
  • Teacher Performance Appraisal and Development (TPAD) ratings for the last three years
  • Appointment letters and letters of appointment to current grades
  • Acting position letters (if applicable)
  • Disability membership card (for persons with disabilities)

Additionally, successful candidates must produce five Chapter 6 documents before being posted to their new roles. These documents include:

  • Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
  • Clearance Certificate from the Higher Education Loans Board (HELB)
  • Tax Compliance Certificate from Kenya Revenue Authority (KRA)
  • Clearance from the Ethics and Anti-Corruption Commission (EACC)
  • Clearance Certificate from an approved Credit Reference Bureau (CRB)

Chapter 6 Requirements and Teacher Protest

Chapter 6 of the Kenyan Constitution mandates that public sector employees demonstrate leadership and integrity.

Employers require clearance certificates to verify personal integrity, competence, and suitability.

However, teachers have raised concerns about the reduced acting period for promotions, which has been shortened to six months. They fear this may lead to undeserved promotions.

Addressing Acting Capacity and School Leadership Shortages

TSC data indicates that at least 3,300 school heads and deputies are currently serving in acting capacities.

The commission plans to confirm these teachers in their new roles starting January. However, there is a shortage of qualified candidates to head schools, with 1,918 primary schools and 1,441 secondary schools lacking headteachers or principals.

This shortage is exacerbated by the registration of new schools.

The 19,943 declared vacancies include positions across various job groups. Below is the detailed list:

  • Chief Principal (TTC): 3 vacancies (T-Scale 15, Grade D5)
  • Senior Principal (Regular School): 126 vacancies (T-Scale 14, Grade D4)
  • Senior Principal (TTC): 3 vacancies (T-Scale 14, Grade D4)
  • Principal (Regular School): 652 vacancies (T-Scale 13, Grade D3)
  • Deputy Principal I (TTC): 3 vacancies (T-Scale 13, Grade D3)
  • Deputy Principal II (Secondary School): 786 vacancies (T-Scale 12, Grade D2)
  • Senior Lecturer I (TTC): 13 vacancies (T-Scale 12, Grade D2)
  • Deputy Principal III (Regular School): 1,408 vacancies (T-Scale 11, Grade D1)
  • Senior Lecturer II (TTC): 32 vacancies (T-Scale 11, Grade D1)
  • Senior Master II (Secondary SNE): 2 vacancies (T-Scale 11, Grade D1)

  • Senior Master III (Regular School): 1,987 vacancies (T-Scale 10, Grade C5)
  • Senior Lecturer III (TTC): 61 vacancies (T-Scale 10, Grade C5)
  • Senior Master III (Secondary SNE): 6 vacancies (T-Scale 10, Grade C5)
  • Senior Master IV: 2,221 vacancies (T-Scale 9, Grade C4)
  • Senior Lecturer IV (TTC): 70 vacancies (T-Scale 9, Grade C4)
  • Secondary Teacher I (Diploma teachers only): 184 vacancies (T-Scale 8, Grade C3)
  • Lecturer I: 7 vacancies (T-Scale 8, Grade C3)

Headteacher and Deputy Positions

  • Senior Headteacher (Regular): 254 vacancies (T-Scale 11, Grade D1)
  • Senior Headteacher (SNE): 7 vacancies (T-Scale 11, Grade D1)
  • Headteacher (Regular School): 2,130 vacancies (T-Scale 10, Grade C5)
  • Headteacher (SNE Primary School): 33 vacancies (T-Scale 10, Grade C5)
  • Deputy Headteacher II (Regular Primary School): 3,653 vacancies (T-Scale 9, Grade C4)
  • Deputy Headteacher II (SNE): 33 vacancies (T-Scale 9, Grade C4)
