TSC to Conclude Teacher Replacement Vetting by 28th February.

The Teachers Service Commission (TSC) will officially conclude the verification of replacement documents and vetting of applicants on 28th February 2025.

The process, which commenced on 17th February, has seen successful candidates completing employment forms and now awaiting their appointment and posting letters from the Commission.

The deployment of the selected teachers to their respective schools is scheduled to begin in mid-March and will continue until May.

Under the replacement exercise, which offers permanent and pensionable terms, TSC advertised a total of 5,862 vacancies for primary schools, 21 for junior schools, and 2,824 for secondary schools.

Several sub-counties have already finalized the process and are compiling the final list of selected candidates. These lists will be forwarded to TSC County Directors before submission to the Commission headquarters.

Key Developments in This Year’s Exercise

A notable shift in this year’s replacement process was the eligibility of intern teachers to apply for the advertised positions. This change deviated from previous years’ policies. Additionally, all interns were awarded 50 marks on the replacement score sheet, regardless of their duration of service.

Earlier in January, a total of 20,000 Junior Secondary School (JSS) teachers were recruited and deployed for a one-year internship program.

However, non-local teachers faced challenges, as TSC prioritized the employment of local candidates, regardless of their scores.

Preference was given first to teachers from the sub-county level, followed by county-level applicants, then regional candidates before opportunities were extended to teachers from other counties.

There was a significant increase in the number of JSS teachers seeking to transition to secondary schools.

The growing dissatisfaction among JSS teachers has fueled this demand, as many cite heavy workloads, uncertain career progression, inadequate infrastructure, and low motivation as primary concerns.

Consequently, 1,645 JSS intern teachers have successfully secured positions in secondary schools.

For primary school teachers, the Commission awarded an additional five marks to candidates who upgraded from PTE certificates to UDPTE.

Required Documents for Verification

TSC has outlined the academic and professional documents that must be presented during the verification exercise. Candidates are expected to provide original copies along with clear photocopies for authentication.

Documents Required for Primary School Teachers

1. National identification card;
2. Certificate of Registration as a teacher;
3. Proof of completion of Upgrade Diploma in Primary Teacher Education (UDPTE), if applicable;
4. PTE Certificate;
5. KCSE certificates or equivalent, including re-sit certificates if applicable;
6. KCPE certificate or equivalent, including re-sit certificates if applicable;
7. Letter of Certification of results from KNEC (if applicable);
8. Primary and Secondary school leaving certificates and other relevant testimonials;
9. National Council of Persons with Disabilities (NCPWD) Card (if applicable);
10. Affidavit under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya for name discrepancies.

Documents Required for Post-Primary School Teachers (JSS and Secondary)

a) National identification card;

b) Certificate of Registration as a teacher;

c) Diploma/Degree certificate and official transcripts;

d) KCSE certificates or equivalent, including re-sit certificates if applicable;

e) KCPE certificate or equivalent, including re-sit certificates if applicable;

f) Primary and Secondary school leaving certificates and other relevant testimonials;

g) National Council of Persons with Disabilities (NCPWD) Card (if applicable);

h) Affidavit under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya for name discrepancies;

i) Letter of Certification of results from KNEC (if applicable).

Special Provisions for Intern Teachers and Persons with Disabilities

Intern teachers currently in service are only required to present their national identification cards during the verification process. Additionally, persons with disabilities must indicate their disability status and specify the nature of their condition to facilitate proper placement.

Following the completion of the verification exercise, the TSC Sub-County Director will compile a Merit List of all verified applicants.

The Commission has stated that these lists will be made available to the public upon request, ensuring transparency while adhering to the Data Protection Act, 2019.
