TSC to Deploy Excess Primary Teachers to JSS to Address Teacher Shortage.
The Teachers Service Commission (TSC) has announced a plan to deploy primary school teachers to both special and junior secondary schools nationwide by the end of this month. This move aims to alleviate the shortage of teachers.
TSC CEO Dr. Nancy Macharia recently informed the Cohesion and Equal Opportunities Committee that there is an excess of 18,057 primary school teachers.
This surplus is the result of the Competency Based Curriculum (CBC) introduction, which led to the scrapping of Class 7 and 8.
The Commission plans to address this excess by deploying some of these teachers to other areas.
Phased Deployment to Special Schools
Dr. Macharia revealed that TSC intends to deploy 3,600 teachers from both primary and secondary schools to serve in special schools and units.
This is part of a phased plan to address teacher shortages in special needs education (SNE) schools. The deployment process will continue in January and June next year.

Teachers with Diplomas and Degrees in Special Needs Education are the primary target for this deployment.
Due to budget limitations, the deployment will happen in stages. The Commission aims to fill a shortage of 5,362 teachers in special needs schools. In May 2024,
TSC had already hired and deployed 1,763 teachers to these institutions. Primary school teachers with Diplomas in SNE will be posted to special schools and units based on their areas of expertise.
Teacher Deployment for Junior Secondary Schools
TSC has identified the need for 70,000 teachers to handle grades 7, 8, and 9 in junior secondary schools.
To meet this demand, the Commission is preparing to deploy over 20,000 Primary Teacher Education (PTE) teachers, who hold Diplomas and Degrees in various education-related fields.
Promotion and Appointment Criteria
TSC has outlined the following criteria for promoting and deploying teachers based on their qualifications and current grades:

TSC has already generated lists from its database, categorizing P1 teachers with various Diploma and Degree certificates eligible for deployment to grade 9.
Further data collection from Heads of Institutions (HOIs) is underway for document verification and eventual posting at the sub-county level.
