TSC to Issue Promotion Letters in April for Successful Teachers.

The Teachers Service Commission (TSC) is set to distribute promotion letters in April 2025 to teachers who excel in the ongoing promotion interviews. Those who do not succeed will receive regret letters. Additionally, a list of successful candidates will be published on TSC’s website.

In 2024, the promotion exercise attracted allegations of corruption and unfairness. Complaints arose as junior teachers with recent TSC numbers were promoted over more experienced candidates. This year’s process seeks to address such concerns and ensure transparency.

Promotion interviews for post-primary teachers commenced on January 27 and will conclude on February 6, 2025. These include teachers from Teacher Training Colleges (TTCs) and secondary schools. Interviews for primary school teachers, which began on January 13, ended on January 23. In total, TSC had advertised 25,288 promotion slots across both categories.

The first advertisement in November 2024 offered 5,690 slots for school administrators. Another advertisement in December 2024 opened 19,943 positions for teachers ranging from job groups C1 to D3. Of these, 16,109 positions were allocated to primary schools, while 9,179 slots went to post-primary institutions.

This year’s promotions witnessed a surge in applications, with 189,000 teachers applying for the available positions. Among these, 96,640 were primary school teachers, while 44,043 were post-primary teachers. Unlike previous years, the interview panels refrained from asking questions, focusing instead on document verification.

Promotion Criteria and Scoring System

The promotion scoresheet revealed a preference for older teachers, with those aged 55 and above earning 30 marks. Teachers aged 50-54 received 26 marks, while those aged 45-49 scored 22 marks. Younger teachers aged 30-39 were allocated 14 marks. The scoring also considered factors such as academic qualifications, length of stay in the current grade, and TPAD ratings.

  • Academic Qualifications:
    • Master’s Degree: 5 marks
    • Bachelor’s Degree: 3 marks
    • Diploma: 1 mark
  • Length of Stay in Current Grade:
    • 7+ years: 50 marks
    • 6 years: 40 marks
    • 5 years: 30 marks
    • 4 years: 20 marks
    • 3 years: 10 marks
  • TPAD Ratings:
    • 81+: 10 marks
    • 61-80: 8 marks
    • 41-60: 6 marks
    • 21-40: 4 marks
    • 1-20: 2 marks
  • Additional Marks:
    • KNEC Examiner: 4 marks
    • Presentation: 1 mark

Requirements for Successful Candidates

Successful candidates will collect their promotion letters from County and Sub-County Directors. They will also need to produce five mandatory documents as per Chapter 6 of the Kenyan Constitution, which emphasizes leadership and integrity. These documents include:

  1. A valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
  2. A Clearance Certificate from the Higher Education Loans Board (HELB).
  3. A Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
  4. Clearance from the Ethics and Anti-Corruption Commission (EACC).
  5. A Clearance Certificate from a Credit Reference Bureau (CRB).

TSC’s Sh1 billion allocation for teacher promotions this year aims to address staffing gaps caused by upcoming mass retirements. Numerous vacancies left by retiring heads of institutions (HOIs) and deputies will be filled through this exercise.

Breakdown of Advertised Positions

Among the 19,943 promotion slots advertised in December 2024, notable positions include:

  • Chief Principal (Regular Schools): 44 slots
  • Senior Principal (Regular Schools): 126 slots
  • Principal (Regular Schools): 652 slots
  • Deputy Principal II (Secondary Schools): 786 slots
  • Senior Master III (Regular Schools): 1,987 slots
  • Senior Teacher I (Regular Primary Schools): 4,703 slots
  • Deputy Head Teacher II (Regular Primary Schools): 3,653 slots
