TSC to Move 6,000 Teachers to Special Schools in KUSNET Deal
KUSNET has reached an agreement with TSC to transfer 6,000 teachers from regular schools to SNE.
The Teachers Service Commission (TSC) and the Kenya Union of Special Needs Education Teachers (KUSNET) have reached an agreement that will grant the wishes of 6,000 Special Needs Education (SNE) teachers who have applied to transfer from regular schools to SNE institutions.
TSC agreed to move the teachers in three phases, beginning in May 2024, during a meeting between KUSNET and TSC in Naivasha on April 8, 2024.
According to KUSNET Secretary General James Torome, 1,800 teachers will deploy in the first phase in May 2024, and 2,000 teachers will deploy in the second phase by December 2024.
By July 2025, all 2,200 teachers in the third phase will start receiving a special allowance on top of their regular monthly pay.
In addition, 347 teachers who were previously enrolled in special needs institutions but later transferred to regular schools would be reinstated to their original designations.
This particular group of teachers continued to get special allowances even when they moved to regular schools. However, Torome assured them that they would not face a surcharge and would continue to receive their allowances as before.
Torome continued by saying that teachers in special units in regular schools will no longer be required to teach or handle other responsibilities to fully concentrate on the special units.
TSC decided to establish an SNE unit at headquarters to deal with SNE teachers and will staff it with professionals with SNE competence.

Torome asked SNE teachers to carry out their responsibilities properly and with dedication to SNE, and he encouraged individuals with SNE qualifications who are still working in regular schools to apply for redeployment.
The union has agreed to work with Parliament to modify the People Living with Disability Act, which compels teachers with disabilities to renew their credentials every five years.
