TSC to Promote More Teachers – Nancy Macharia
The Teachers Service Commission (TSC) plans to promote more teachers, with the government allocating Sh1 billion for this purpose.
New principals, attending the conference for the first time as substantive heads, were acknowledged due to the promotion of 545 deputy principals to principals during the 2023/24 financial year, which ends this month.
In the current financial year, TSC promoted 36,504 teachers, bringing the total number of promotions in the past five years to 71,212.
Ms. Macharia emphasized the intention to promote more teachers to clear the backlog, urging principals to encourage eligible teachers in their schools to apply for the opportunities once vacancies are advertised.
“We will promote more teachers as we seek to clear the backlog. I urge principals to encourage eligible teachers in your schools to apply for the opportunities once the vacancies are advertised,” Ms Macharia said.
In March this year, a total of 36,000 teachers were moved into new job groups out of the 65,000 anticipated.
The Kenya Union of Post-Primary Education Teachers (KUPPET) been pushing for the promotion of 50,000 teachers who have stagnated for an extended period.
According to KUPPET Secretary General (SG) Maurice Akelo Misori the agreement with TSC will see teachers currently in grades C4 and C5 promoted to C5 and D1 respectively.
This will also create opportunities for long-serving teachers stuck in Grade C3.
Misori mentioned that 7,400 teachers in C4 were excluded from the 2023-2024 promotions because they had served in their current grade for less than three years, even though the grade was made available only two years ago after KUPPET’s lobbying.

KUPPET proposed the elimination of Teacher Scale C5 for post-primary teachers, allowing a direct move from C4 to senior administrative positions.
Additionally, they suggested opening non-administrative positions at D4 for senior teachers, even if they do not become school principals.
The union addressed the issue of teachers in acting administrative roles without compensation. Despite TSC citing that such positions are non-compensable per Salaries and Remuneration Commission (SRC) Circulars, KUPPET insisted that TSC’s practice is unlawful and may seek legal action to resolve this issue.
