TSC to Purchase Vehicles for Sub-County Directors to Enhance Service Delivery

Boniface Okumu, representing the Directorate of Administration, announced during the final day of the SCDs’ three-day workshop in Naivasha on Saturday, April 20, 2024, that SCDs, similar to their ministry counterparts, would receive vehicles to aid in their movement while on duty.

To facilitate the movement of its Sub-County Directors (SCDs) and enhance service delivery, the Teachers Service Commission (TSC) plans to purchase 160 vehicles and distribute them to various sub-counties.

It was reported that the commission had written to the National Treasury requesting approval to acquire 160 cars, which would be disbursed to sub-counties to help officers in their duties.

The training, which began on Thursday, April 18, 2024, involved 394 SCDs from all 47 counties.

It was organized by the commission to provide field officers with the information and abilities required to properly fulfill the TSC‘s decentralized functions under its constitutional mandate.

Antonina Lentoijoni, the TSC’s acting director of staffing, urged the SCDs to be patient while Career Progression Guidelines (CPG) issues are addressed during the conference. She praised the officers for their great job on the ground.

Calvin Anyuor, the commission’s Director of Legal, Labour, and Industrial Relations, stated that the recently adopted CPG for Secretariat Staff has increased candidates for SCD promotion. He challenged them to submit their applications as soon as the slots became available.

The new CPG proposes a Teacher Management Officer (TMO) to deputize SCDs, replacing the current setup that assigns this duty to sub-county Human Resource Officers (HROs). Currently, sub-counties assign TMOs at the same level as SCDs, leading to confusion in the TSC structure.
