TSC to Temporarily Assign Primary Teachers to Junior Secondary Schools

The Teachers Service Commission (TSC) is actively seeking qualified secondary school teachers who are currently waiting for transfers or swaps.

These teachers are being considered for temporary redeployment to Junior Secondary Schools (JSS) to mitigate the teacher shortage crisis.

On July 19, Dr. Nancy Macharia, the TSC Secretary and Chief Executive, instructed all TSC regional and county directors to review the status of secondary school teachers who are awaiting transfers or swaps.

The memo emphasized the need to identify teachers willing to be temporarily redeployed to JSS to ensure uninterrupted learning.

This effort is aimed at addressing the significant teacher shortage in these institutions and supporting the implementation of the Competency-Based Curriculum (CBC).

Dr. Macharia reported that many secondary school teachers have applied for transfers or swaps and are currently awaiting placement.

She explained that while these requests are being processed, the existing teacher shortage in JSS poses a serious challenge to the effective implementation of the CBC.

To tackle this issue and make optimal use of available human resources, Dr. Macharia directed all Regional and County Directors of TSC to conduct a comprehensive review of teachers awaiting transfer or swap within their respective areas.

Implementation Guidelines

The TSC has outlined specific guidelines for directors to follow in executing these directives:

  • Identify Eligible Teachers: Review and identify teachers qualified for temporary redeployment to JSS.
  • Consultation and Engagement: Engage with the identified teachers to discuss the redeployment process.
  • Coordination and Collaboration: Work with relevant departments to ensure a smooth transition and redeployment process.
  • Monitoring and Evaluation: Oversee and assess the implementation of the redeployment strategy.

Reporting

Directors are required to submit reports on the implementation process by August 8, 2024, to ensure transparency and accountability in addressing the teacher shortage in Junior Secondary Schools.
