Application Process and Deadline
The Teachers Service Commission (TSC) has called on educators to apply for the advertised promotion vacancies before the December 30, 2024, midnight deadline.
This announcement follows the allocation of Ksh 1 billion by the Treasury to facilitate 19,943 teacher promotions, ranging from job group C1 to D4.
The application process, which began on December 17, 2024, requires all submissions to be made online.
TSC has invited qualified teachers from primary and post-primary institutions to apply for the available positions.
Teachers who had previously applied under Advertisement 1 to 4 of 2024, which ran from November 12 to 18, are also encouraged to reapply.
Mandatory Chapter 6 Documents
The commission has emphasized that successful candidates must provide five key clearance documents as mandated by Chapter 6 of the Kenyan Constitution, which underscores leadership and integrity for public sector employees. These documents are:
- A Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
- Clearance Certificate from the Higher Education Loans Board (HELB).
- Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
- Clearance from the Ethics and Anti-Corruption Commission (EACC).
- A Clearance Certificate from an approved Credit Reference Bureau (CRB).
These documents ensure that candidates demonstrate personal integrity, competence, and suitability for the roles.
Promotion Criteria and Controversies
According to the TSC scoresheet, preference will be given to teachers based on their service period, Teacher Performance Appraisal and Development (TPAD) records, and age.
However, some teachers have raised concerns over the reduced acting period requirement of six months, alleging it could lead to unfair promotions.

TSC data indicates that 3,300 school heads and deputies are currently in acting roles, awaiting confirmation in January 2025.
The commission has highlighted a significant shortage of qualified school heads, with 3,359 public schools lacking institutional heads.
This includes 1,918 primary schools without headteachers and 1,441 secondary schools without principals. The shortage is attributed to a lack of qualified personnel and the increasing number of newly registered schools.
