TVET Enrolment Soars, Government Targets Two Million Student Enrolments by 2025.
The government, through the State Department for Technical, Vocational Education and Training (TVET), is actively working to create stronger connections between TVET institutions and industries. This initiative aims to improve training quality and ensure that graduates are employable.
As part of its efforts to attract more youths to TVET programs, the government plans to raise enrolment from the current 500,000 to two million students by the end of 2025.
Trainee numbers have already increased significantly, growing from 350,000 to 500,000, with projections to reach one million by mid-next year.
This aligns with the government’s broader strategy to equip young people with skills aligned to industry needs, thereby reducing youth unemployment.
To address trainer shortages, the government recently hired 2,000 tutors, bringing the total number to 3,300.

According to Dr. Esther Muoria, Principal Secretary (PS) for TVET, discussions with the National Treasury are ongoing to secure additional funding. These funds will support hiring and training more tutors, ensuring the quality of education in TVET institutions continues to improve.
Establishing Centres of Excellence
During an engagement in Naivasha with TVET stakeholders, Dr. Muoria emphasized the government’s commitment to setting up and equipping 25 centres of excellence.
These centres are integral to implementing the Competency-Based Education and Training Curriculum (CBEC). In partnership with the Mastercard Foundation, over 5,000 trainers have already been retooled to support CBEC and its execution.
Dr. Muoria highlighted that industry advisory committees have been established to ensure that students acquire market-relevant skills.
The government also advocates for the involvement of external examiners to improve the practical aspects of training. She underscored the goal of enhancing youth skills to enable them to secure well-paying jobs or start their businesses.
The Ministry is prioritizing digital training, simulation, and virtual labs to prepare students for emerging industrial jobs. These efforts aim to modernize training methods and better equip students for the demands of the workforce.

Aggrey Ndombi, representing Colleges and Institutes Canada (CiCAN), stated that their partnership with the government has resulted in the development of over 700 programs and engagement with 500,000 students by the conclusion of their five-year project.
The collaboration aims to train over seven million youths by 2030, enhancing their employability in both local and international labor markets.
