University Students Announce Protest Over HELB Disbursement Delays.
University students are expressing frustration following delays in the disbursement of Higher Education Loans Board (HELB) funds. The delay has left many struggling to meet basic needs and sustain their studies.
A group of students from the University of Nairobi (UoN) has issued a seven-day ultimatum to the government to release the funds. They warned that if the funds are not disbursed by Friday, they will stage protests.
Rocha Madzayo, the President of the UoN student body, emphasized their demands, stating that the government is obligated to provide the loans. He added that they would occupy government offices to compel leaders to release the funds if no action is taken.
Students who rely on HELB funds for tuition and living expenses have shared their struggles. Many have been unable to return to school, while those already enrolled are finding it difficult to meet their daily needs.
These delays are not new, with students repeatedly raising concerns over late disbursements in previous years.
Historical Context of HELB
The HELB was established in 1995 to provide affordable loans to students in public and private universities as well as Technical and Vocational Education and Training (TVET) institutions.
It plays a critical role in helping students manage the high cost of tertiary education. Typically, loans are disbursed at the beginning of academic terms, with amounts ranging between Ksh35,000 and Ksh60,000 annually, depending on a student’s financial needs and course of study.
HELB has faced persistent challenges, including limited budget allocations, increased demand for loans, and poor recovery rates from previous beneficiaries.
The introduction of the new university funding model by the Kenya Kwanza government has further complicated matters. This model, which was meant to address funding gaps, was met with widespread criticism and ultimately declared unconstitutional by the High Court.
Calls for Accountability
Students are now calling on the government to act swiftly. They argue that delays in loan disbursement disrupt their education and create unnecessary hardships.
A student leader commented that while education is a right, the government’s inefficiencies are making it difficult for learners to access quality education.
Despite these hurdles, students remain resolute in their demand for financial support. They hope their ultimatum will prompt swift action from the government to ensure timely disbursement of funds.
