Vacancy Announcement: HELB Seeks New CEO/Board Secretary.

The Higher Education Loans Board (HELB) has declared a vacancy in the Chief Executive Officer (CEO) and Board Secretary role, inviting applications from qualified individuals.

The announcement, made on Monday, December 2, 2024, outlined the job’s responsibilities and requirements, emphasizing the need for a transformative, dynamic, and self-driven leader.

The Board highlighted that the CEO will be responsible for providing overall leadership, strategic direction, and operational guidance to enable HELB to achieve its objectives.

The role entails designing institutional structures, optimizing financial technology (fintech), promoting customer-centered leadership, and driving sustainability. Additionally, the CEO will oversee human capital initiatives and uphold good corporate governance practices.

Application Process

HELB detailed the application process for interested individuals. Applicants must submit two hard copies of their application letters, academic and professional credentials, and relevant testimonials.

They are also required to upload soft copies on the official recruitment portal. The deadline for applications is December 17, 2024, at 5:00 PM.

This recruitment signals the upcoming departure of Charles Ringera, the current CEO who has held the position since 2013.

Ringera was recently shortlisted for the Central Bank of Kenya (CBK) Deputy Governor role, although the position ultimately went to Gerald Nyaoma.

HELB’s announcement comes during a period of uncertainty following a High Court decision to halt President William Ruto’s proposed student-centered funding model.

On October 3, Justice Mwita issued conservatory orders after the Kenya Human Rights Commission (KHRC) and other petitioners argued that the model discriminates against certain students, potentially locking many out of higher education.

Despite this legal challenge, HELB reassured university students of its dedication to resolving the issue, referencing Ruto’s directive to establish a committee to review the contested funding model.
